(KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. She said the ad got two facts right—homelessness is increasing and unemployment is high.According to the California Employment Development Department, unemployment is more than 13 percent. While it is lower than the record from the start of this pandemic, it is still above the mark set in 2010 during the great recession.The AIDS Healthcare Foundation launched a similar rent control ballot measure a couple years ago, which failed.According to the Legislative Analyst’s Office, it is likely state and local entities will lose money if Prop. 21 passes. The report said it could be in the “high tens of millions of dollars per year over time.”“Depending on actions by local communities, revenue losses could be less or more,” the ballot analysis said. 1953

A 13-year-old middle school student from Elkhorn, Nebraska was arrested on Thursday on suspicion of terroristic threats. According to a release, the student made non-specific threats on a national social media gaming website on Wednesday. After he was questioned Wednesday, he made similar non-specific threats again on Thursday on a different social media platform. The student was booked in the Douglas County Youth Center. Because of his age, his name was not released. Elkhorn Public Schools released a statement: "On Wednesday, law enforcement investigated an Elkhorn Valley View Middle School student regarding a nonspecific threat made on a national social media gaming website. Elkhorn Public Schools administration cooperated fully with local law enforcement throughout the investigation.  Elkhorn Public Schools takes all threats seriously, and in this situation, at no time did we feel students were in immediate danger. Parents of the student affected received an email on Wednesday afternoon, informing them of the situation." Captain Wayne Hudson with the Douglas County Sheriff's Office said deputies will be patrolling schools more closely in upcoming days given the alleged threats. Hudson says law enforcement agencies across the nation are not taking any potential copycat shooting threats lightly and encourage people to report any suspicious activity. "The whole thing of, if you hear something, say something — we need that information. As we saw in Florida, it seems several kids had information," Hudson said. "They knew this individual had made certain comments and certain threats — especially kids. You're going to find probably some of your most critical information is coming from students and parents. Students are the first line at school and know what's going on." 1884

(KGTV) — Nearly 500 people have been banned from Delta flights after refusing to wear facial coverings in accordance with the company's coronavirus policy.The airlines said in an internal memo obtained by ABC News that at least 460 people have been added to a "no-fly list" for not wearing a mask. Airlines companies agreed in June to ban passengers who refused to wear face coverings, CNN reported. Delta's mask requirement went into effect for passengers on May 4."Wearing a mask is among the simplest and most effective actions we can take to reduce transmission, which is why Delta has long required them for our customers and our people. As of this week, we’ve added 460 people to our no-fly list for refusing to comply with our mask requirement," according to an internal memo to employees from CEO Ed Bastian, ABC News reported.In August, Delta said it had banned about 270 passengers since the pandemic began.Earlier this month, the Department of Defense released the results of a 6-month study that claimed the risk of contracting COVID-19 on a flight were virtually 0% if all passengers wore masks. (KGTV) — Texas Border Patrol agents found themselves caring for an 18-month-old child after her mother was taken to the hospital after crossing the border illegally.The infant was taken into Border Patrol's care on Tuesday after a pregnant Honduran woman traveling with the girl was caught crossing the border, according to U.S. Customs and Border Protection.The woman was experiencing abdominal pain and taken to Fort Duncan Regional Medical Center. While the mother received care, agents looked after the child at Uvalde Border Patrol Station until her mother was released.“I am proud of the agents and staff who continue to show great compassion during this humanitarian crisis on our southern border,” Del Rio Sector Chief Patrol Agent Felix Chavez said in a release. “However, our agents are continually pulled from their enforcement duties to watch over people at hospitals, and in this case a child while her mother was receiving care.”The mother was eventually allowed to leave from the hospital and reunited with her child, CBP said. They were both then processed by CBP officials. 1098

  

A 14-year-old from Port Huron, Michigan has been arrested in connection to a threatening comment made on the Instagram account of New England Patriots receiver Julian Edelman.According to a New York Times article, Edelman received a comment on an Instagram post late last month saying: "I'm going to shoot my school up watch the news."The New York Times reports that Edelman's assistant called 911 and police determined the sender's email and IP address was traced to Port Huron.The teen was brought in for questioning and admitted to making the threat. He was arrested and charged with making a false report of a threat of terrorism, a four-year felony in Michigan. Police say a search of his home turned up two rifles that belonged to the teen's mother. Port Huron detectives credited Edelman with bringing the threat forward.  857
