SAN DIEGO (KGTV) — Health officials issued two new public health orders Monday addressing cruise ships arriving in San Diego during the coronavirus pandemic.The orders are meant to give the county more legal framework in how the Port of San Diego interacts with ships and the cruise industry, Dr. Eric McDonald, the county's medical director of epidemiology, said.RELATED: San Diego gyms ordered to close in new coronavirus health orderThe new orders include:"No passenger or employee may disembark a cruise ship in San Diego harbor without the approval of the health officer or designee if any person on the cruise ship has tested positive for COVID-19. Any cruise ship that is permitted to dock in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment required for passenger/employee and follow all directives from the health officer or designee.No cruise ship in San Diego harbor may dock or disembark employees or passengers after March 31, 2020. However, upon approval of the health officer, a cruise ship may dock solely for the purposes of receiving fuel and provisions, so long as no employee or passenger disembarks. Cruise ships docked in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment for a passenger/employee and shall follow all directives of the health officer or designee.""I know there have been questions about ships that have come before and I can say that the individuals who have all departed these ships in the past to-date and tomorrow all have been screened, have no symptoms, and have no fever, and are leaving to go to their homes of record to complete 14-days of CDC recommended quarantine," McDonald said. One passenger and one crew member who each tested positive are currently hospitalized, McDonald said. SAN DIEGO (KGTV) - Hiring is increasing in San Diego County with local employers adding jobs in all industries, the San Diego Workforce Partnership reported. The most recent U.S. Bureau of Labor statistics show unemployment dropped to 3 percent in April, as San Diego County gained 7,800 jobs month-over-month. The largest increase was posted in the construction field, with 2,200 jobs added. The boom was likely due to improving weather in April after an unusually rainy winter, experts said. Other growing industries included Education and Health, and Professional and Business, which added 1,000 jobs. The Government and Leisure and Hospitality fields each grew by 900 jobs. The smallest growth was reported in the Information field, with 100 jobs added in April. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. SAN DIEGO (KGTV) -- Fire crews responded after a boat caught fire in the San Diego Bay Monday afternoon. Video sent to 10News by a viewer shows smoke billowing from the vessel near the Coronado Bridge. According to Harbor Police, the distress call went out around 2 p.m. An Air Marine Operations boat on routine patrol was the first on scene. The federal marine agents used fire extinguishers to put out the fire, which was confined to the engine compartment. Fortunately, conditions were calm at the time."It's very difficult to control a boat that's burning, not only do you have to deal with the people on board, you have to make sure that you ensure their safety and then you have to deal with a floating fire," said Harbor Police Lt. Victor Banuelos. The fire was quickly put out, but three people and the two officers were taken to the hospital for the treatment of smoke inhalation. They met when they were young and growing up in Mosul, Iraq.Now over 100 years old, Elias is a little hard of hearing, but still loves his wife deeply. The couple celebrated their 75th wedding anniversary this week, and one of their granddaughters, Lana, helped share their story"He used to tutor her when she was in high school, and they fell in love," Lana says. "The American dream they wanted, they wanted a better life, of course, they were under Saddam Hussein's reign at that time, so they just wanted a better life for their future."That was more than 30 years ago. So why did they choose Rancho San Diego as their new home?"Because it was similar weather to Iraq and they just wanted a similar, warm and sunny environment," Lana said.The celebration came with a trip to the Hotel del Coronado and a cake.
