BEIJING, Oct. 29 (Xinhua) -- China Friday voiced concern over and strong dissatisfaction with U.S. Secretary of State Hillary Clinton's recent remarks concerning China's Diaoyu Islands."The Chinese government and people will never accept any word or deed that includes the Diaoyu Islands within the scope of the U.S.-Japan Treaty of Mutual Cooperation and Security," said Foreign Ministry spokesman Ma Zhaoxu.After her meeting with Japanese Foreign Minister Seiji Maehara in Hawaii Thursday, Clinton said the Diaoyu Islands fall within the scope of the U.S.-Japan security treaty."The Diaoyu Islands have been an integral part of Chinese territory since ancient times. China has indisputable sovereignty over the islands," Ma said.As a bilateral agreement reached during the Cold War, the U.S.-Japan security treaty should not harm the interests of third parities, including China, the spokesman said.He urged the United States and Japan to do more to boost regional peace and stability.

THE HAGUE, Sept. 13 (Xinhua) -- Xue Hanqin was sworn in Monday as a judge of the Hague-based International Court of Justice (ICJ), becoming the first Chinese woman to get the job.Another female judge, Joan E. Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

XIAMEN, Sept. 7 (Xinhua) -- China will continue to attract large influxes of foreign investment in the next few years despite uncertainties in the global economic recovery, Commerce Minister Chen Deming said Tuesday.Although uncertainties lie in the process of the global economic recovery and the development trend of the world economy would, to some extent, affect foreign investment in China, the next few years will still be a high-tide period for foreign investment inflow into the country, Chen said Tuesday at a ministerial conference at the 2nd World Investment Forum (WIF) in Xiamen City in southeast China's Fujian Province."Currently, many countries and organizations have rated China as the most appealing destination for investment, which probably would not be changed for a few years," said the minister.Foreign direct investment (FDI) this year is set to "surpass 100 billion U.S. dollars," compared to 90 billion dollars last year, an official with the ministry predicted on Sunday.During the first seven months of this year, China's FDI increased 20.65 percent year on year to 58.35 billion dollars, according to the ministry' s latest statistics.Meanwhile, some 14,459 foreign-invested companies were established in China in the first seven months, up 17.9 percent year on year.
