The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday.This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent.However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount.She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes.An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question. The number of empty apartments available to rent in Manhattan soared to its highest level in recent history this summer.There are more than 13,000 apartments on the market in the heart of New York City, according to a real estate report from Douglas Elliman and Miller Samuel. The group says this is the most inventory they have seen in Manhattan in 14 years of keeping track.July’s spike of 13,117 available units is an increase over June’s inventory of 10,789.For context, July 2020’s inventory is nearly 122 percent higher than last year; in July 2019 there were roughly 5,900 available apartments.The group also says July had the biggest year-over-year drop in median rent price in nearly nine years. The median rental price for an apartment in Manhattan, including anything from a studio to a 3-bedroom, was ,320 in July, and was ,595 in July 2019.The report also tracks the Queens and Brooklyn rental market. Both saw huge spikes in inventory, but none as large as Manhattan.Moving help website HireaHelper.com released results of a recent study on 2020 moving trends.Their study also found high-rent cities like San Francisco and New York saw more people leaving than moving in; both cities had 80 percent more people moving out of the area than moving in. The NFL is committing 0 million over 10 years to social justice initiatives, targeting what it calls “systemic racism” and supporting “the battle against the ongoing and historic injustices faced by African Americans.”The league, which has raised million in donations through its Inspire Change program, announced the additional 6 million commitment Thursday. It plans to “work collaboratively with NFL players to support programs to address criminal justice reform, police reforms, and economic and educational advancement.”Less than a week ago, Commissioner Roger Goodell denounced racism in a video prompted greatly by a players’ video seeking NFL action.“I am listening, and I will be reaching out to players who have raised their voices and others on how we can improve and go forward for a better and more united NFL family,” he said.The players want to see definitive action, of course. There has been increasing distrust of the NFL since San Francisco quarterback Colin Kaepernick and others began kneeling during the national anthem in 2016 to protest social injustice and police brutality. The message was misconstrued by the league and many team owners as anti-military and anti-flag. Goodell admitted as much in his video, though never mentioning Kaepernick, who has not found an NFL job the last three seasons.That distrust was expressed Wednesday by 49ers star cornerback Richard Sherman.“They’ve tried their best to throw money behind it for a long time,” he said. “It takes more than that. Building one-on-one relationships where trust is built and knowledge gained is essential.“In Chicago, we funded a program that does training with the community in how to work with their local police department and training with police on how to work with the community. That program is trying to reach the most at-risk youth and adults.“There are many such programs across the country that have started this work and are doing incredible work on the ground. We are looking for programs with a proven model and good track record and that has boots on the ground and treating people directly.
