ENFIELD, Ct. – An officer shot and killed a pit bull that police say violently attacked a woman in Connecticut on Tuesday.The Enfield Police Department says the officer was investigating a call at about 4:30 p.m. when he observed the large dog attack the woman.As the officer ran over, the dog continued to bite the woman’s foot, causing severe lacerations and tissue damage, the department said in a statement.Police say the dog’s owners were able to briefly stop the dog from attacking the woman by pouring hot water on it, but the animal then lunged toward to victim’s neck, bit her again and begun to pull her back into the front yard of the property from the sidewalk.The officer then “dispatched” the dog to avoid further injury to the woman, according to the department.The woman was treated by EMS personnel at the scene, but her current condition and the severity of her injuries are unknown at this time.In their statement, the department stressed that actions like killing the dog are taken only under extraordinary circumstances.“This outcome, while unfortunate, appears to have been unavoidable, in an effort to protect the female victim from any further harm or additional injury,” wrote police.A supervisory review of the incident is ongoing. 1265

(KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches.At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse.Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. The avocado growers said long hours in the hot sun is not easy work. He said farm work requires skill. “Farm workers are not unskilled,” Wolk said, contrasting the President’s definition of skilled laborers.On Thursday, President Trump said he wants a “big portion” of immigrants to come into the United States through a merit system. Points will be awarded to immigrants who are English-speaking, highly skilled workers like doctors and engineers, and to those who have jobs already lined up. These immigrants are not people who could become Wolk’s employees. “What he said is not going to help fill the need for agriculture labor,” Wolk said, especially because many of his employees, who have been with him for more than 30 years, are aging out.“They are getting older, and they’re literally retiring. And there’s nothing coming in behind them, whether it’s immigrant or people in the United States,” Wolk said. “We just don’t have any relief in sight,” San Diego County Farm Bureau Executive Director, Eric Larson, said. “Our challenge is convincing the President and the members of Congress that agriculture is a skilled labor, and we need those workers here.”Wolk has looked into other avenues of finding workers. For example, there is the H-2A Visa, which allows immigrants to come to the United States, specifically for seasonal agricultural work. Despite a new state law that prohibits the retail sale of cats, dogs and rabbits, except for rescues, Bark Avenue has continued to sell purebred and designer puppies.
