The bill was introduced by Assemblymember Shirly Weber, D-San Diego, after the killing of Stephon Clark, an unarmed black man who was fatally shot by Sacramento police in his grandmother's backyard in March 2018.The two police officers who killed Clark did not face criminal charges for the shooting.Clark was holding a cellphone when he was shot seven times, including three times in the back, according to an autopsy released by the Sacramento County Coroner's office. An independent autopsy found that Clark was shot eight times, with six of those wounds in his back, according a forensic pathologist retained by Clark's family. The case became a symbol of strained relations between the police and the community as well as racial tensions in Sacramento and other places across the U.S. Following Clark's death, protests from the Black Lives Matters movement and other groups happened across the country as people asked for more accountability in police shootings.Authorities said the two Sacramento officers who shot Clark were responding to a report that a man had broken car windows and was hiding in a backyard. Police chased the man — later identified as Clark — who hopped a fence into his grandmother's property. He was shot in her backyard on the night of March 18, 2018.Earlier this year Clark's family filed a wrongful death lawsuit against the officers involved and the city of Sacramento.CNN Newsource contributed to this report. 1443
The couple was arrested on Aug. 18, the day after their son was injured. A woman who knows the couple told 10News that baby Joel was four days away from reaching 8 months when he was taken to the El Cajon Family Health Center. El Cajon Police determined the boy was injured at the couple's home in the 6900 block of Rolando Knolls Drive. The baby had knuckle marks on his forehead and went to the hospital with a swollen brain. The child also had a dislocated arm and leg, the documents said."The infant had been brought in to the clinic by his parents with several suspicious injuries and was suffering from shortness of breath, so clinic staff summoned paramedics who immediately transported the infant to Rady Children's Hospital," La Mesa Police wrote in a statement. 770
The children, who range in age from 2 to 29, were hospitalized immediately after their rescue and since then Riverside County authorities, who obtained temporary conservatorship over the adults, have declined to discuss their whereabouts or condition. 251

The DEA says illegally growing pot on public land has become extremely common. During the summer, it’s sometimes a daily occurrence that agents will find new grows. We're told Mexican cartels run the majority of them and hire short-term laborers to watch over them. “They don't have to risk crossing [marijuana] across the border. Why not just set up a grow here right? Then you've already got your marijuana in the country,” says Hedquist. Even though pot's now legal here, that doesn't matter. Hedquist adds, “Not all this marijuana is staying in California. It's going across state lines where marijuana is illegal.” 619
