EL CENTRO, Calif. (KGTV) - Church leaders in San Diego, El Centro, and Brownsville, Texas were arrested Tuesday on suspicion of subjecting homeless people to forced labor, according to U.S. Department of Justice officials.U.S. Attorney for the Southern District of California Robert Brewer said those charged coerced the victims to give up their welfare benefits and forced them to panhandle up to 54 hours a week.Twelve people said to be leaders of Imperial Valley Ministries (IVM) are charged with conspiracy, forced labor, document servitude, and benefits fraud, said Brewer.“The indictment alleges an appalling abuse of power by church officials who preyed on vulnerable homeless people with promises of a warm bed and meals,” said Brewer. “These victims were held captive, stripped of their humble financial means, their identification, their freedom, and their dignity.” IVM is headquartered in El Centro and operates about 30 churches in the U.S. and Mexico including locations in Las Vegas, Phoenix, Los Angeles, Santa Ana, and San Jose. The church’s stated purpose is to “restore” drug addicts at faith-based rehab homes, the Department of Justice said in a news release. The church operated one group home in Chula Vista, along with others in El Centro and Calexico. Many victims were recruited in San Diego, officials said. Defendants include Jose “Chito” Morales of San Diego, Ana Robles-Ortiz, Jose Gaytan, Sonia Murillo, Arnoldo Bugarin, Azucena Torres (aka Susana Bugarin), and Sergio Partida of El Cajon, and Victor Gonzalez, Susan Leyva, Jose Diaz, Mercedes Gonzalez (aka Mercy Diaz), and Jose Flores of Brownsville, Texas. IVM leaders allegedly “inducted many to participate with offers of free food and shelter with the false promise that victims would be provided with resources to eventually return home,” according to the DOJ. The homeless people would check in to the homes and sign agreements to stick to the IVM rules such as “you are not to discuss things of the world” and “if any of the rules are broken there will be discipline”, DOJ officials said. Many victims claimed they were held against their will, officials said. The indictment claims church leaders used deadbolts to lock the victims into the homes, and confiscated identifications. Windows were also nailed shut at some group homes, according to the indictment. In one case, a 17-year-old victim broke a window to escape and run to a nearby home to call police. Prosecutors say church leaders also refused to allow a diabetic woman to obtain medicine and food in response to low blood sugar. She was able to escape and get help, officials said. In some situations, IVM members told the victims they would have to stay or they would face punishments, including having their children taken away from them, the DOJ said. Victims were also told loved ones had rejected them and they must stay because “only God” loved them, said officials. Punishments, including talking about the outside world, allegedly included the withholding of food. DOJ officials said IVM leaders also stole victims’ EBT cards and used them for improper purposes. The identified victims are now free and have access to necessary support services. 3214

EL CAJON, Calif. (KGTV) - Vandals tagged two Catholic Churches in El Cajon with graffiti early Saturday morning, shocking parishioners."It's very devastating," says Father Daniel Shaba of the St. Peter's Chaldean Catholic Cathedral. "We fled persecution in Iraq, and here we are facing it again, in a place where we thought we wouldn't."Graffiti at St. Peter's, and also at Our Mother of Perpetual Help Catholic Church, featured swastikas, white power slogans, pentagrams, the Black Lives Matter acronym BLM, and the words "Biden 2020.""It was very confusing," says Father Shaba. "It had things that didn't have to do much with each other."Father Shaba found the graffiti early Saturday morning when he arrived at St. Peter's. He posted a video of it on twitter.Word of the vandalism spread fast, but help from the community came more quickly.By mid-morning, community members with power washers and paintbrushes helped Father Shaba clean up at St. Peter's. He told 10News everything had either been covered up or washed away by the afternoon and called the help a blessing."I'm very proud of them," Father Shaba says of his community. "We had an enormous amount of people come and see how they could help us in any way, shape, or form. But to also hold tight to Jesus."The Sheriff's Department confirmed they are investigating both instances. In a statement, they say no suspects have been identified, but there is "no tolerance for these crimes occurring in our communities."Father Shaba says surveillance cameras at his church caught high-quality footage of the vandals. He says they'll seek justice. He also has a message for the vandals."To the people who did this, we will pray for you. We will pray for your conversion and repentance," he says. 1759

EL CAJON, Calif. (KGTV) - An upset burglary victim says she didn't get emotional when she saw the surveillance video, until she heard what the intruders did.Just off Applewood Drive around 4 p.m. Sunday, Michele returned home from grocery shopping with her 7-year-old daughter."I saw the bedroom was in complete disarray, grabbed my daughter and said, 'Let's get out of the house right now,'" said Michele.Ring doorbell video shows what happened: three men cased the home, then approached and hopped over her fence. Moments later, the three bag-toting men ripped off the screen of a back window and climbed in.The sound of Michele's dog, a 10-year-old Miniature Schnauzer named Trixie, is heard barking and then there is another noise: a pained whimpering lasting more than five seconds."Something was done to her to cause her pain.  It brought me to more tears than knowing we'd been violated," said Michele.About half an hour later, two of the men are seen leaving through the window, swatting at and toppling a camera on the way out. They would make off with electronics, a handgun and dozens of pieces of jewelry, including some priceless family heirlooms. Also gone was Michele's diamond and platinum wedding ring set."There was sentimental value for sure," said Michele. But Michele says she's thankful Trixie wasn't hurt badly. She also says missing the burglars by minutes was a literal blessing because she had stopped at church for a few minutes before coming home. "Really blessed to have God's protection," said Michele.Michele posted the videos on the Neighbors by Ring app, in hopes of tracking down a trio of brazen burglars."They clearly knew what they were doing. Now we know there is a weapon in their possession," said Michele. If you have any information on the case, call Crime Stoppers at 888-580-8477 or El Cajon Police at 619-579-3311. 1884
