SAN DIEGO (KGTV) — Chris Cate may soon feel like the loneliest politician in San Diego.Come December, he'll likely be the only Republican on the otherwise Democratic San Diego City Council. That’s because it appears Democrats will secure an 8-1 advantage on the City Council, based on returns from Tuesday’s election.“We'll have to figure out a new path going into election two years from now and another election two years after that,” Cate said.Cate is a San Diego native who represents the city's North Central areas. The jobs are technically nonpartisan, but divides do show when it comes to key votes on housing development, city contracting, and public safety. Cate says he won't be shy.“And really try to ensure that we as a government are mindful of the fact that we rely on taxpayer dollars to provide those resources, and not try to go back to the well multiple times to increase fees or taxes,” Cate said.Cate describes himself as a fiscal conservative and social moderate. He joined the council in 2014, when Democrats had a 5-4 advantage over Republicans. Democrat registration has exploded since then, with some politicians abandoning the Republican Party.Termed out Councilman Mark Kersey is now an independent, and State Assemblyman Brian Maienschein flipped to a democrat. But Cate says he'll never leave the party.“Absolutely not… 100%, no,” he said.Being the lone Republican on the council could also raise Cate’s political profile. For instance, many times he'd be the only alternative viewpoint for journalists to ask for comment. Cate said, however, that he's not seeking higher office. He terms out in 2022.Cate said more than 90% of the issues the council takes up are nonpartisan. He added he has known leading Democratic mayoral candidate Todd Gloria for years and finds him to be a person of integrity. 1836

SAN DIEGO (KGTV) - As San Diego doctors sound the alarm on potential dangers of motorized scooters, some victims are now turning to personal injury lawyers.A woman walking downtown was recently hit by a scooter and left with ,000 in medical bills.Unfortunately, a personal injury attorney tells 10News in cases like this, victims will likely be on their own.RELATED: Mother, daughter seriously injured in scooter crash"The scooter operator is responsible for your injuries. Now, does that mean you’re going to be compensated for them? Probably not," said Mike Bomberger with Estey & Bomberger. "Most scooter operators don't have insurance to cover them for the operation of the scooter."While scooter riders must have a driver's license, they are not required to have insurance. Bomberger says it's also unlikely the scooter companies would be held liable in accidents.RELATED: Electric scooter rider injured in crash, cited for DUI“The waivers and disclaimers you sign are very, very detailed in favor of the company, almost under no circumstance can you go after company unless there’s a malfunction of the scooter itself," said Bomberger. While attorneys are advertising they can help scooter victims, Bomberger believes compensation will be few and far between.“We’ve gotten 10-12 calls and have only taken one case; they were hit by a car," said Bomberger.RELATED: Police crack down on scooter riders without helmetsDowntown resident Jonathan Freeman has been a staunch opponent of scooters coming to San Diego. His dog was hit and he's had close calls himself.“I have elderly neighbors; they tell me they don’t want to walk. If they’re hit by a scooter and break their hip, it’s a death sentence," said Freeman. He's called on the city to do more to hold people accountable for riding illegally on sidewalks and the promenade downtown.RELATED: Local emergency rooms report 'daily visits' for scooter injuriesDr. Jeff Sugar, an urgent care doctor with Sharp Rees-Stealy Medical Group, says they've seen a range of injuries from head lacerations and sprains to contusions and fractures. He says urgent care departments report daily visits by patients injured using electric scooters and rental bikes.Michael Sise, M.D., trauma surgeon and chief of staff of Scripps Mercy Hospital San Diego, said this: 2319

SAN DIEGO (KGTV) -- Black history in San Diego goes back hundreds of years, but a unique aspect specific to the area is a historic building that no longer stands. At the intersection of Market and 2nd in downtown, there is a small plaque on the ground. This marker is all that’s left of the historic Hotel Douglas, a place founded in the Roaring 20s that became an icon for the area.George Ramsey founded Hotel Douglas in 1924 as a place for the black community. During this time, segregation was prevalent, and many hotels were whites-only. Ramsey created the hotel as a way to give a space and economic boost to black people.“He had the idea of creating a black hotel. When I say black hotel I mean a hotel run by black people, owned by black people, employing black people, serving black people,” said David Miller, a history professor who also works with the San Diego History Center.Miller said the hotel became a famous spot because of the nightclub inside that drew in many famous black performers, including Bessie Smith and Duke Ellington, who would stop on their way to shows in neighboring major cities.“San Diego was a stopover point so the club in the hotel became a center for black performers and in fact became dubbed the Harlem of the west,” said Miller. The hotel no longer stands, but the plaque marks the history it represents. Miller said this history, similar to other major black history days like Juneteenth, is important to know and understand to grow as a society.“It’s a chance to truth tell and to learn about not necessarily a moment in history but a moment in history that illustrates the ongoing nature of making freedom and navigating what freedom means now as free people,” he said. The San Diego History Center will reopen to the public July 4, 2020 after closures due to coronavirus. There are also resources available online to learn more about local history. The museum will also have an exhibit on Nathan Harrison, a legendary African American San Diego homesteader, in spring 2021. The display was delayed due to COVID-19. 2067

SAN DIEGO (KGTV) — Border officials seized more than 10 tons of marijuana hidden behind a cargo shipment at the Otay Mesa Port of Entry this week.At about 9 a.m. Monday, an agent with U.S. Customs and Border Protection was inspecting a truck with a manifested shipment of "plastic garment hangers." The vehicle was referred to a secondary inspection where an x-ray machines would continue the inspection.During the secondary inspection, officers detected an anomaly which prompted another examination this time with a canine. The canine alerted officers to the vehicle's trailer, where a search led to 858 plastic-wrapped packages stacked to the trailer's ceiling behind cargo.RELATED:Border Patrol arrests teen with toy car at U.S.-Mexico borderMother tries to smuggle meth with young children in SUV, Border Patrol saysBorder officials say the wall is working, drug smuggling shifting to the seaCBP officers said the packages tested positive for marijuana. There were more than 10 tons of the narcotics, worth about .4 million. The driver of the truck, a 47-year-old Mexican citizen, was turned over to Homeland Security and his B1/B2 visa was canceled, CBP said. The truck, trailer, shipment, and narcotics were seized by CBP.“The ability of CBP officers to interdict contraband at the port of entry is a perfect example of CBP’s efforts to secure our border,” Joseph Misenhelter, Officer in Charge at the Otay Mesa Port of Entry, said. “CBP officers prevented over 10 tons of marijuana from entering our community.” 1529
