(KGTV) - A ballot initiative could relieve Californians squeezed by rising rent prices.The initiative, led by the Alliance of Californians for Community Empowerment, is pushing to repeal the state's 1995 Costa Hawkins Rental Housing Act, which prevents rent control from being applied to all housing built after 1995.The initiative has gained at least 25 percent of the signatures needed, according to the Sacramento Bee. (KGTV) — In a letter to President Trump, California Gov. Gavin Newsom said he expects about 56 percent of the state's population — or about 25.5 million people — will be infected with coronavirus.Newsom requested the president send the USNS Mercy Hospital Ship to be stationed at the Port of Los Angeles through Sept. 1 in order to "decompress our current health care delivery system in Los Angeles" amid the coronavirus pandemic."As you know, California has been disproportionately impacted by repatriation efforts over the last few months," the govenor wrote. "Our state and health care delivery system are significantly impacted by the rapid increase in COVID-19 cases."Read the full letter below:California officials project 56 percent of the state population will be infected by COVID-19 over an eight week period.Thursday, California had 675 positive cases of coronavirus and 16 deaths, not including passengers from the Grand Princess cruise ship docked in Oakland.The USNS Mercy, homeported in San Diego, has the capacity for 1,000 hospital beds.The ship is one of two ships being prepared to deploy to the west and east coasts to assist the U.S. response to the coronavirus pandemic. (KGTV) - An 8-year-old boy who floated out to sea on a giant unicorn raft is safe thanks to a volunteer water rescue team. The Ohio boy, who was vacationing on North Carolina’s Oak Island with his family, was swept away by a gust of wind. He was blown nearly half a mile into the Atlantic Ocean. “From witness comments heard on the beach, and some witness comments we’ve read on social media, it happened suddenly when the wind pushed the raft from shallow water to deeper water in seconds. Once it was out past the waves, the big float acted like a sail and the unicorn float kept going away from the beach,” Oak Island Water Rescue reported. At least one person attempted to swim out to the boy but failed, said OIWR. When rescue teams reached the scene, they launched their boat into the surf and recovered the boy.The boy was safely reunited with his mother, OIWR said. "He was a brave one," rescuer Tony Young told 10News.WWAY-TV reports other floats blew out to sea several times last year, but this was the first time a child was still on board. “A strong wind gust can send a raft on the move. In fact, on days where we have a strong wind blowing toward the ocean, it is not uncommon for us to get multiple 911 dispatches for rafts blown into deeper water,” reported OIWR. OIWR recommends having children wear life jackets when they ride on rafts. Rescuers praised the Ohio boy's courage.“The young man did an amazing job of staying calm and remaining on the float. (KGTV) - Andrea McGee has a chalkboard on the wall of her two-bedroom townhome in Santa Barbara. It reads, "Everything will be okay once you're okay with everything.""That was my mantra for this month," McGee said. In this case, she's okay with being a psychotherapist with a master's degree that must live paycheck to paycheck in Santa Barbara, a city of about 92,000 about 85 miles north of Los Angeles. McGee loves the city dearly, but it costs her.She and a roommate are splitting the ,700 a month rent for the aging townhome, with a kitchen so small only one person can fit inside at a time."Everybody talks about the new promise lands - the Denvers, the Portlands, and now it's even Boise, Idaho is the place to go," McGee said. "But I'm just trying to make it work in Paradise."With its big sandy beaches, an expansive boardwalk and a quaint shopping district downtown, Santa Barbara calls itself the American Riviera. But many of the people who work in the city can't afford it. An estimated 25,000 to 30,000 people commute to their jobs daily from affordable areas, some from more than 50 miles away. "We’ve had some employers leave town because of the high cost of housing," said Rob Fredericks, who runs the Santa Barbara Housing Authority. The relative hollowing out of the city's job market goes hand-in-hand with Santa Barbara's extreme housing crunch. At one point last year, Fredericks said the apartment vacancy rate was below 0.5 percent. The average rent for a two-bedroom apartment is now ,500 a month. "Sure, we could solve the housing problem in Santa Barbara if up and down State Street we created 12 story developments, but that's not going to happen," Fredericks said. "That will not happen."San Diego, on the other hand, can build up. It's those tall, dense buildings that could keep the city from becoming the next Santa Barbara. The city of San Diego is now updating community plans to streamline thousands of new housing units, many near transit centers. But builders still need to step up, and cost and regulations are still issues."Our region's needed new housing production is approximately at half of what is required to just keep up with population growth," said Borre Winckel, who heads the San Diego Building Industry Association.Winckel said the city of San Diego has shown a bipartisan approach to embrace higher densities, streamlining development applications, and deferring developer fees. But he says the industry still deals with the high cost of labor and community character concerns. Santa Barbara, on the other hand, has an incentive program with a goal of adding 250 new units near transit centers. But 5,500 people are already on its affordable housing waiting list.Ryan LaTorre works two jobs in Santa Barbara - as a server and clerk at a souvenir shop on Stearns Wharf - just to pay ,200 a month to split a bedroom with his significant other. "Santa Barbara's a very small town," he said. "I feel like if you're not in school or you're not retired, there's kind of like no in-between in there. (CNN) -- Nike's gamble to partner with athlete-turned-activist Colin Kaepernick paid off Sunday as the company won an Emmy for outstanding commercial at the 2019 Creative Arts Emmy Awards.The commercial, titled "Dream Crazy," features Kaepernick alongside other sports legends including Serena Williams and LeBron James, who have reached beyond their personal achievements to support and advance political and social causes.The ad was released in September 2018 days before the start of the NFL season. Kaepernick was one of the faces of Nike's 30th anniversary commemoration of its iconic "Just Do It" campaign.Despite some intense response to the ad -- like people burning their Nike shoes and a Missouri college dropping the brand -- the company's stock hit an all-time high. Nike also gained tens of thousands of Instagram followers after announcing the campaign.Since the commercial aired on televisions around the world, Nike has released several other socially and politically charged ads featuring an array of athletes from different backgrounds.
