SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district. SAN DIEGO (KGTV) -- New data shows that home sales in Southern California could be dipping, while sales in San Diego County are on the rise. The data from CoreLogic shows that the sale of existing housing sold in Southern California in April of 2018 was down nearly four percent since March of 2018.In San Diego County, however, home sales increased by more than five percent in April. SAN DIEGO (KGTV) -- Police arrested a man they say reportedly stole cell phones and other items from people at SDSU.Anthony Joseph Green was arrested Wednesday on the 6000 block of Lindo Paseo for charges related to burglary and theft in the College Area.According to the victims, Green inquired about cell phones and other items through an app called OfferUp, as well as other online sales apps.RELATED: Aztec students robbed near campus, police search for suspectsGreen is then accused of meeting with victims on campus, stealing the items, then running away without giving the victims cash.According to campus police, all the victims were identified as non-students. 682

SAN DIEGO (KGTV) - Monday afternoon, the San Diego County Sheriff’s Department tweeted that convicted sex offender Cary Jay Smith has left San Diego County. The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889

SAN DIEGO (KGTV) - On Monday, the California National Guard confirmed that its service members were recently sent to two San Diego nursing homes that needed help treating residents who were sick with COVID-19.“We supplemented their existing staff- their civilian staff- with our medical teams here in the California National Guard,” Lt. Col. Jonathan Shiroma told ABC10 and said that they were deployed at the direction of the California Department of Public Health (CDPH).The National Guard reports that 20 troops were sent to Santee's Stanford Court nursing facility for a week in October and another 20 troops were sent to El Cajon's Villa Las Palmas for two weeks in November.Lt. Col. Shiroma said teams tested patients and staff and offered other supportive care. “Within the Guard we also have many medical professionals so each of the teams were led by either a physician assistant or a registered nurse or an LPN,” he added.“If you have an outbreak, you have staff that has to quarantine and so in order to provide care you want to get people into the building to help with the residents,” Deborah Pacyna with the California Association of Health Facilities told ABC10 News.The CDPH reports that since the start of the pandemic, 50 healthcare workers have tested positive at the El Cajon facility where 91 residents have gotten the virus and 45 healthcare workers have tested positive at the Santee facility where 58 residents have contracted COVID-19.The National Guard said that it doesn't have any current missions in San Diego but it's always ready. “If something comes in the next few weeks and there’s a need in any part of the state, the California National Guard will respond appropriately,” added Lt.
