WASHINGTON (AP) — President Donald Trump thinks it's a good idea if daylight saving time becomes permanent.A federal law specifies that daylight time applies from 2 a.m. on the second Sunday of March until 2 a.m. on the first Sunday of November in areas that do not specifically exempt themselves. More than two dozen states are considering measures to avoid the twice-yearly clock change.Sen. Marco Rubio and Rep. Vern Buchanan, both of Florida, introduced measures last week to make daylight saving time permanent nationwide. While federal law allows states to opt into standard time permanently — which Hawaii and Arizona have done — the reverse is prohibited and requires congressional action.Trump tweeted Monday that making daylight saving time permanent is "O.K. with me!" 787

WASHINGTON, D.C. – A group of bipartisan lawmakers unveiled two emergency relief bills Monday that they hope will help struggling Americans get through the COVID-19 pandemic.The same group of senators and representatives introduced a 8 billion bill earlier this month, but they couldn’t secure enough support. So, they broke the bill up into two with the hopes of passing something as the coronavirus continues to ravage the country.One bill is called the Bipartisan COVID-19 Emergency Relief Act of 2020. It would provide as much as 8 billion in relief to American students, families, businesses, workers, and health care providers.That measure would include additional funding for the Paycheck Protection Program, schools, unemployment insurance, vaccine distribution, coronavirus testing, and contact tracing.The other bill is called the Bipartisan State and Local Support and Small Business Protection Act of 2020. It would provide 0 billion in funding for state and local governments, as well as liability protections. Both of those issues have been sticking points in relief negotiations.During a press conference introducing the legislation, Sen. Joe Manchin (D-WV) said the bills are a compromise that will carry the American people through April 1, 2021, “to ensure our healthcare crisis doesn’t become an economic catastrophe.”Sen. Susan Collins (R-ME) said she hopes leadership on both sides of the aisle use the group's legislation as a basis for a COVID-19 relief package.Negotiations are still ongoing between Democratic and Republican leadership, but both parties have said they hope to come to an agreement to provide aid the country before they leave Washington D.C. for the holidays.Watch the group lawmakers discuss the relief bills below: 1775

WASHINGTON (AP) — The Pentagon is banning displays of the Confederate flag on military installations, using a carefully worded policy that doesn’t mention the word ban or that specific flag. The policy is laid out in a memo signed by Defense Secretary Mark Esper obtained by The Associated Press. It was described by officials as a creative way to bar the flag’s display without openly contradicting or angering President Donald Trump, who has defended people’s rights to display it. "The flags we fly must accord with the military imperatives of good order and discipline, treating all our people with dignity and respect, and rejecting divisive symbols," the memo reads. The memo lists the types of flags that may be displayed at military installations, such as the U.S. and state banners and the POW/MIA flag. The Confederate flag is not on the list.The change applies to all "public displays or depictions of the flag by Service members and civillian employees in all Department of Defense work places, common access areas, and public areas." Other uses of flags not on the list are not prohibited, such as museum displays, educational purposes, grave sites, monuments or other such areas. 1203

  

WASHINGTON (AP) -- U.S. Navy leaders are recommending a sweeping list of changes in sailor training, crew requirements and safety procedures to address systemic problems across the Pacific fleet that led to two deadly ship collisions earlier this year that killed 17 sailors, according to a copy of the report obtained by The Associated Press.A critical report scheduled to be released Thursday calls for about 60 recommended improvements that range from improved training on seamanship, navigation and the use of ship equipment to more basic changes to increase sleep and stress management for sailors.Another Navy report released Wednesday concluded that three collisions and a ship grounding this year were all avoidable, and resulted from widespread failures by the crews and commanders who didn't quickly recognize and respond to unfolding emergencies. Navy leaders publicly acknowledged those failings in a congressional hearing last month.RELATED: San Diego sailors killed in ship collisionThe USS John S. McCain and an oil tanker collided near Singapore in August, leaving 10 U.S. sailors dead. And seven sailors died in June when the USS Fitzgerald and a container ship collided off Japan. The USS Lake Champlain collided with a Korean fishing vessel in May and the USS Antietam struck bottom near a shoal in Tokyo Bay.As a result of the two deadly accidents, eight top Navy officers, including the 7th Fleet commander, were fired from their jobs, and a number of other sailors received reprimands or other punishment that was not publicly released."We are a Navy that learns from mistakes and the Navy is firmly committed to doing everything possible to prevent an accident like this from happening again," Adm. John Richardson, the chief of naval operations, said in a statement Wednesday. "We will spend every effort needed to correct these problems and be stronger than before."RELATED: Remains of USS John McCain sailors recoveredRichardson ordered a comprehensive review of the accidents, led by Adm. Philip Davidson, head of the Navy's Fleet Forces Command. In a report spanning about 170 pages, Davidson notes that many of the lessons learned can be applied across the Navy. And he recommends the appointment of a senior Navy officer to oversee the implementation of the recommended changes across the fleet, both in the Pacific and -- where needed -- around the world.Proposed changes focused on five main areas: fundamental skills, teamwork, operational safety, assessment procedures and culture. Specifically, the recommendations include beefing up qualification standards for sailors who stand watch -- a key point of failure in the two deadly collisions. Others call for improved navigational skills and certifications for sailors, including better, more sophisticated training on radar, piloting, communications and other high-tech equipment.The report acknowledges the fast-paced operations in the Pacific region, where the Navy is faced with an aggressive China and a growing threat from North Korea's pursuit of nuclear weapons. And it notes that ongoing budget constraints make it difficult to meet the requirements in the very busy Pacific region."The ability to supply forces to the full demand is - and will remain - limited," the report said, adding that funding shortfalls for readiness across the Navy, "did have an impact in putting more pressure to meet increasing demand for Japan-based assets" without additional support from ships based in the United States.Faced with the increasing demands, there was less time for crew members to do needed training or certifications, the report said.The report also noted that despite the growing pressure and pace of operations, there was a "can-do" culture that persisted, and commanders failed to listen to their teams and were unable or unwilling to say no despite the risks."Can-do should never mean must-do so we must continue to encourage our commanders to accept the risks when the benefit to be gained is worth the potential risk of failure," the report said.A number of the recommendations points to fatigue and how the lack of sleep can lead to problems, particularly as sailors stand watch."Sailors need to know when they must succumb to their own fatigue, be proactive about their fatigue management plan, and reach out to leadership," the report said. It also suggested that a mentorship program be set up, assigning experienced commanding officers to help sailors develop leadership skills and focus on seamanship, navigation, team building and operational safety.Davidson's report was submitted to Richardson, and Navy officials said a number of the recommendations are already being addressed. 4693

  

WASHINGTON, D.C. – As if 2020 hasn’t been crazy enough, an asteroid is projected to come close to Earth on Nov. 2, the day before Election Day.There’s no need to prepare a doomsday bunker though. NASA says asteroid 2018VP1 is very small, about 6.5 feet, and “poses no threat to Earth!”According to NASA, the asteroid has a .41% chance of entering our planet’s atmosphere and even if it did, it would disintegrate due to its extremely small size.The asteroid was discovered in 2018 by astronomers in California who are on the lookout for dangerous space rocks and other cosmic surprises, The New York Times reports.Asteroid 2018VP1 seems to be making headlines because of its proximity to the contentious U.S. election, but another small asteroid buzzed by Earth just this month and it came closer to the planet than any other on record, according to NASA.The SUV-sized space rock passed 1,830 miles above the southern Indian Ocean on Sunday, Aug. 16 at 12:08 a.m. ET.Since 2005, NASA has been assigned by Congress to find 90% of the near-Earth asteroid that are about 460 feet or larger in size.“These larger asteroids pose a much greater threat if they were to impact, and they can be detected much farther away from Earth, because their rate of motion across the sky is typically much smaller at that distance,” wrote NASA. 1333
