The state of Tennessee came one step closer to allowing wine sales on Sunday after state Senators voted to approve a bill which had already passed through the House. The vote passed 17-11 on Wednesday morning. Final approval will now lie in the hands of Governor Bill Haslam who needs to sign the bill in order for it to become law.   The controversial plan will allow grocery stores to sell wine on Sunday beginning January 1, 2019.It will also permit liquor stores to immediately begin operating seven days a week. However, liquor store owners argue they are at a huge competitive disadvantage against major grocery store chains, who don't need to make any staffing changes in order to be open on Sundays.  House members approved a similar plan on Monday by a vote of 53 to 35.If approved by the Governor, wine and liquor sales would be allowed from 8 a.m. to 11p.m. Monday through Saturday and from 10a.m. to 11p.m. on Sunday.Tennessee first voted to allow grocery stores to sell wine back in 2016 after years of back and forth and under constant pressure from citizens and grocery store lobbyists.   1151

The US surgeon general issued an advisory Thursday recommending that more Americans carry the opioid overdose-reversing drug, naloxone.The drug, commonly known as Narcan, can very quickly restore normal breathing in someone suspected of overdosing on opioids, including heroin and prescription pain medications.Dr. Jerome Adams emphasized that "knowing how to use naloxone and keeping it within reach can save a life." To make his point, Adams relied on a rarely used tool: the surgeon general's advisory. The last such advisory was issued more than a decade ago and focused on drinking during pregnancy.Adams noted that the number of overdose deaths from prescription and illicit opioids doubled in recent years: from 21,089 deaths across the nation in 2010 to 42,249 in 2016.America's top doctor attributed this "steep increase" to several contributing factors, including "the rapid proliferation of illicitly made fentanyl and other highly potent synthetic opioids" and "an increasing number of individuals receiving higher doses of prescription opioids for long-term management of chronic pain.""Research shows that when naloxone and overdose education are available to community members, overdose deaths decrease in those communities," Adams said. Naloxone is used by police officers, first responders and emergency medical techs to reverse opioid overdoses. Adams added that increasing both the availability of naloxone and effective treatment is critical to ending the opioid epidemic.Speaking at the National Prescription Drug Abuse & Heroin Summit in Atlanta on Thursday morning, Adams addressed the potential "moral conflict" felt by some people who believe that providing naloxone "doesn't make a difference," since many people with drug addictions will just "go on and misuse substances again.""Well, that would be like me saying 'I'm not gonna go do surgery on this trauma patient because they're just gonna go out and speed again,' " he said.Adams noted that in most states, people who are or who know someone at risk for opioid overdose can get trained to use naloxone properly and also may receive naloxone by "standing order" -- without a prescription -- from pharmacies or some community-based programs."No mother should have to bury their child ,and especially not when there's a life-saving medication that virtually anyone can access," Adams said. The U.S. Centers for Disease Control and Prevention said on Thursday that the 2018 Ebola outbreak in the eastern part of the Democratic Republic of the Congo is over.Thursday marked the 42nd day the last survivor of the virus tested negative, the CDC said in a news release. “The international effort to bring an end to Ebola in the Democratic Republic of Congo has been a true partnership between CDC, the Ministry of Health, WHO and U.S. government partners,” said CDC Director Robert Redfield, MD in the statement. “CDC will continue the important work of confronting Ebola and other global disease threats with the mission to improve the human condition."The outbreak was first declared back on August 1, 2018, in North Kivu, the World Health Organization said.Surveillance will continue for at least six months after the outbreak ends, the CDC said.The CDC said that the DRC is dealing with a fresh Ebola outbreak in the Equateur Province, which occurred back on June 1.According to the WHO, over 11,000 people died from the virus between 2014-2016 in West Africa. 1077

The student shot at a North Carolina high school Monday morning has died, police say.The shooting occurred in a Butler High School hallway and stemmed from a fight between the victim and the suspect, said Stason Tyrrell, Patrol Commander for the Matthews Police Department.The suspected shooter, also a student, is in custody, Tyrrell said.No one else was injured.Parents were able to pick up their children, but classes resumed in the afternoon for students wishing to stay, said Yaviri Escalera, spokeswoman for Charlotte-Mecklenberg Schools.Matthews is located about 22 miles southeast of Charlotte.The-CNN-Wire 622
