SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary. SAN DIEGO (KGTV) -- The man accused of killing his stepmother and burying her body in the backyard of a Tijuana home pleaded guilty to unrelated drug charges Tuesday. Aaron Seth Juarez, 20, pleaded guilty to possession of heroin for sale and agreed to a two-year state prison sentence. Juarez was taken into custody in San Diego earlier this month for probation violations. SAN DIEGO (KGTV) — The latest surge in coronavirus cases has led Girl Scouts San Diego to cancel all in-person gatherings, meetings, and events for the rest of 2020. The decision comes just three weeks after the resumption of in-person troop meetings had been approved.Christa Sherman, Troop Support Manager for Girl Scouts San Diego, told ABC 10News the decision is the responsible one and is widely supported by troops across the county. "Our Girl Scouts are so resourceful and they really want to do what’s best for their communities, for their schools, for their troops," Sherman said.Both the national and local organizations have been building up their ability to support virtual meetings since the beginning of the pandemic. Troop leaders have access to lesson plans and videos. They can bring necessary materials to drop off at scout's homes before the meetings."We’ve had better attendance at meetings, which is crazy, virtually then sometimes when we were meeting in person," said Elise Hilliard, a troop leader in the South Bay.Even camp-outs are now being done virtually. Kids set up tents in the yard or build forts inside. They set up their mobile device so they can share the experience with their friends. Hilliard said the experiences may be different, but that hasn't changed the Girl Scouts mission. SAN DIEGO (KGTV) — The fire on the USS Bonhomme Richard has impacted every sailor who works on the ship, but also those who live on the ship. To help, groups have stepped up to accept donations to give to the people who have been displaced. She advises that people who make donations to their group specify that their donation should go to the USS Bonhomme Richard sailors directly.The USO office is taking every type of donation, from hygienic items to clothes. Executive Director Ashley Camac said they’ve taken loads of items to the ship every day since the fire started.“It might have been where they lived. It certainly is where they worked. So when you bring product to them and you bring toiletries to them and you bring essential needed items, there’s a smile that happens, there’s a sense of relief,” said Camac. 1682
