CORAL SPRINGS, Fla. — A Florida family says they were recently targeted by a terrifying kidnapping scam.Katie and Steve Watson live in Coral Springs, Florida and want to warn families about the crime.Katie tells WPTV that she received a call on Monday from a number she didn’t recognize. On the line she heard a whimpering child, then a mysterious man say he had kidnapped Katie’s daughter, Chloe."All of a sudden a man's voice came on the line, and he said, 'Katie I have your daughter. She's in the back of my van,' " Watson told WPTV on Tuesday.Katie said she quickly hung up, feeling in her gut that it was scam. "That's really part of what gave me the chills was somebody calling me by my name," said Watson. "That was unsettling."Katie says she figured it was a scam, but then got a bad feeling when she checked her daughter’s location through her phone's GPS.It initially said her daughter was at Westglades Middle School in Parkland, which Chloe attends. But then the GPS suddenly jumped to another location in Parkland.Upon further investigation, the Watsons found that her daughter was indeed at school, and more importantly, safe."I got chills all over my body and I was like, OK, I know that was a scam but that's like every parent's worst nightmare is to hear your kid has been kidnapped," said Watson.The FBI calls this a virtual kidnapping scam and says it’s evolved over the years and become more sophisticated.In the calls, a crook says he’s kidnapped your loved one and demands money in exchange for their safe return.In the Watsons' case, however, the scam was taken to a frightening new level with the use of a whimpering child on the line.The FBI offers these tips so you don’t become a victim: 1748

CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Inspectors noted the jail failed to conduct reviews of the deaths and cited "insufficient and unclear answers" regarding the deaths.The report also found there have been 55 suicide attempts at the jail in the last 12 months.Cuyahoga County leaders have pledged improvements at the facility and say some changes have already been put in place. 1818

COLLEGE AREA (KGTV) - A former San Diego State University student was arrested for arson on Saturday, according to university police.Madelyn Delarosa is reportedly connected to a string of fires within the College Area. Campus police arrested Delarosa on Saturday morning after, they say, she started a fire in a parking garage. The fire reignited Saturday night. Students were evacuated from the Granada on Hardy Apartments both times. Police say Delarosa's crimes started on Thursday, March 14th, around 11 a.m., when a university police officer spotted a parked vehicle on fire near the 5500 block of Hardy Avenue. The officer successfully extinguished the fire, police said. There were no injuries.Officers were then notified of another fire involving the exterior door of an apartment in the 5600 block of Hardy Avenue, according to a police press release. That fire was extinguished before crews arrived and no one was injured.On Friday, March 15th, at around 8:30 a.m., community members notified police of another fire involving an apartment near the 5500 block of Montezuma Road. There were no injuries, and the fire went out on its own. Delarosa was arrested for possession of arson materials, arson of an inhabited structure, and arson to property. CORONADO (KGTV) -- A man was taken into custody Wednesday on suspicion of sexually assaulting a woman on a boat anchored in San Diego Bay, Harbor Police announced.Pablo Alvarez, 38, was booked on five felony counts related to sexual assault by force, according to jail records.The alleged assault happened in the waters off Coronado's Tidelands Park in what's known as the A-4 anchorage, a place where several dozen boats are anchored just north of the Coronado Bridge.There is no dock, so boaters must use a dinghy or a kayak to access the larger vessels in the anchorage.Early Wednesday morning, the victim fled a sailboat in the anchorage using a kayak, but the kayak capsized in the darkness, forcing the woman to swim the rest of the way to shore, said Harbor Police Lt. Victor Banuelos.The woman managed to call the police just before 4:45 a.m.Alvarez and the woman were the only people on board the sailboat at the time, according to Banuelos. The nature of their relationship is under investigation.Alvarez is scheduled to appear in court Friday.Harbor Police asked anyone with information to call detectives at 619-686-8132. 1141
