SARASOTA, Fla. — A Sarasota, Florida, police officer is at the center of an internal investigation after a video posted on social media showed him kneeling on a suspect's neck.The video — which the Sarasota Police Department said was tagged by other users on social media after the incident happened on May 18 — happened after police said they were called to the area about a domestic issue. It shows two Sarasota police officers working to place 27-year-old Patrick Carroll in custody while a third officer watches nearby. It's not something that we authorize and it's not something that we stand behind," said Patrick Robinson, the deputy chief of the Sarasota Police.The police department said as soon as the police chief saw the video, the officer was placed on administrative leave, and an investigation was opened.The sheriff's office also released an aerial video that they captured of the entire arrest.</p>"We are bound and determined to do everything we can to rebuild the relationships as to what's going on in our community," Robinson said.Carroll's family says they don't want people to respond to the video with violence, but with peaceful protest to advocate for change."If we're yelling, they can't hear us, but if we meet them at belt level, we've got some loops, and we can connect," Terria Carroll said.Sarasota Police Department's investigation against its officer comes just days after a Minneapolis police officer was charged with third-degree murder after George Floyd, an unarmed black man, died while in police custody.Like the Sarasota incident, the Minneapolis police officer, later identified as Derek Chauvin, was also seen kneeling on the suspect's neck.Floyd's death sparked protests and unrest nationwide, including the Tampa Bay area. Devin Nunes (R-California) has filed a 0 million lawsuit against Twitter, a former RNC staffer and two parody accounts that impersonated his mother and one of his cows.In the lawsuit, filed Monday in Henrico County court in Virginia, Nunes claims that Twitter neglected to abide by its terms of service by not removing the parody accounts or taking down tweets that he felt were defamatory.The lawsuit names Twitter, Liz Mair, a former online communications director with the RNC and current political consultant, and two Twitter accounts — @DevinNunesMom and @DevinCow.Nunes' lawsuit lists specific tweets that he felt violated Twitter's terms of service. Sexually transmitted diseases are on the rise across the country. A new report from the Centers for Disease Control and Prevention found combined cases of syphilis, gonorrhea, and chlamydia reached an all-time high in the United States in 2018.In Humboldt County, California, health officials say sexually transmitted diseases have been on the rise for five years in a row. “We went from 434 chlamydia cases in 2014 to 790 in 2018,” said Hava Phillips of Humboldt County Department of Health and Human Services. “But last year, we saw sharper spike in HIV and syphilis.”We’re learning Humboldt County’s STD statistics mirror national numbers. According to the CDC, from 2017 to 2018, gonorrhea cases increased 5 percent to more than 580,000 cases.During the same time, reported chlamydia cases increased 3 percent to more than 1.7 million cases – that’s the most ever reported to CDC.And perhaps the most concerning number: syphilis cases among newborns increased 40 percent to more than 1,300 cases.“No one has boyfriends and girlfriends anymore; it’s like major hook up culture,” one Humboldt County man said. “That could be one reason why we are having higher STDs now.” With the reasons ranging from more people getting tested to fewer people using condoms, cuts to public health services and online dating are thought to be a big factors as well.“We are seeing changes cultural attitudes towards sex,” Phillips said. “We are seeing the availability of things like social networking applications that allow for meeting anonymous partners more easily.”To help slow down the spread of STDs, Humboldt County Health is spreading their message both online and in person with coasters warning people about the increase in STDs. “The idea was to make sure that people were aware that we were seeing an increase in syphilis cases and they can protect themselves better,” Phillips said. The Nevada Democratic Party says the Nevada Caucuses is a good litmus test on who could best represent the party and be the Democrats' standard-bearer in 2020. After Iowa, all eyes on the tabulationUnlike most primaries, which are run by state boards of election, caucuses are run by the party. Two weeks ago, the Iowa Democratic Party came under fire for a failed vote tabulation as results took several days to be compiled. Nevada Democrats too are going to rely on technology. Precincts will each use an iPad with a Google Drive document used to report real-time numbers back to the party. Precinct chairs will also be asked to call the Democratic Party, and send a picture via text message of the paper tabulation that is signed off by representatives of the viable campaigns. How a caucus worksCaucuses are more akin to community events rather than a typical election. Rather than using a secret ballot, caucus goers will first hear from supporters of the candidates, representatives of the campaigns, or perhaps even from the candidate themselves.Then, those on hand will literally "take sides," and join with other supporters of that campaign. At the precinct, a determination is made of viable and non-viable candidates (generally 15% is the threshold).The supporters of non-viable candidates will then be given 15 minutes to join a viable campaign, or abstain. Once the 15 minutes are up, a tally is taken, and the Nevada Democratic Party releases the number of delegates won by each candidate, which is the most important figure of the day. The party will also release popular vote totals.How are ties brokenIf there is a tie at a caucus site that would affect the number of delegates, the precinct chair will use a deck of cards to break the tie. This is Nevada after all. What is at stake on SaturdayFor Saturday's Nevada Caucuses, a total of 36 national delegates will be up for grabs. The Democrats divvy delegates in a proportional basis, meaning with a wide-open field, it is likely that a candidate will not receive a majority of the delegates on Monday.But with Nevada representing some of the first votes cast in the nomination process, it is important to do well for fundraising and momentum purposes.Where the race standsButtigieg holds a slight lead in delegates over Sanders (23-21). He also has been leading nationally.Real Clear Politics tracks major opinion polls, and an aggregate of polls show that Sanders has seen his share of the vote go from 19% to 27% in the last three weeks. During that time, Bloomberg has seen his numbers more than double, as he has gone from the back of the pack to nearly even with one-time frontrunner Biden for second.But on March 3, the biggest night of the nominating race awaits as more than a dozen states, including Texas and California, hold primaries.
