The move is hailed by reform advocates and criticized by counties that would assume responsibility for some of the state’s most violent criminal youth. The bill generally follows Gov. Gavin Newsom's latest plan to unravel the Division of Juvenile Justice, which houses about 750 youths. But legislators added what advocates said are needed safeguards and standards for the hundreds of millions of dollars that would eventually flow to counties to house and treat youths. Counties say those restrictions hobble their ability to provide proper care. The legislation was passed just before the Legislature ended its session this week. 750

Even still, the size and scope of the pandemic and the accompanying economic crisis have been unprecedented – leaving California to make hard choices and figure out how to sustain critical services with much less.“In the face of these challenges, we have agreed on a budget that is balanced, responsible and protects core services – education, health care, social safety net and emergency preparedness and response. This budget also invests in California small businesses harmed by the pandemic.“This agreement reflects our shared commitment to supporting schools, and is built on a foundation of equity – allocating billions of dollars for students most affected by learning loss and continuing our state’s leadership toward reforming the criminal justice system.“To be clear, this budget required some tough decisions and more work remains ahead. But they were necessary steps for keeping California on firm fiscal footing while we continue to meet the COVID-19 challenge, protect vital services and our most vulnerable communities, and build a strong fiscal bridge to a safe, speedy economic resurgence. (AP) -- Northern California prosecutors will again seek the death penalty for Scott Peterson in the slaying of his pregnant wife and unborn son nearly 19 years ago.They made the announcement Friday even as a county judge considers throwing out his underlying conviction because of a tainted juror.The California Supreme Court in August overturned Peterson's 2005 death sentence in a case that attracted worldwide attention.Peterson appeared remotely from San Quentin State Prison north of San Francisco, home to the state's death row. 561

The world, as he sees it, is generally more drab.The North Olmsted, Ohio sixth-grader and his family didn’t know there was a fix, until recently.Now, his eyes are open to an entirely new world after the discovery of specialized glasses.“Everything is more colorful, it’s brighter, it’s not as dark,” Andreas said.He realized he was colorblind at age five. It’s one of the biggest differences between him and his twin brother Luke. Luke is the one who had the idea to surprise Andreas with the glasses after learning about them online.“He’s my brother and really, it doesn’t feel fair that I get to see all the colors and he doesn’t,” Luke said. “I didn’t really realize how bad it was and what he wasn’t seeing.”For mom Rita Koerber, watching Andreas see colors for the first time was eye-opening.“It was just this totally special, emotional moment,” Rita said. "Kind of like Christmas when you have little kids and you’re seeing that through their eyes and they’re so excited, it was like that."The glasses run upwards of 0 and are not covered by insurance. After trying them on at Eyetique in Eton Center, Rita immediately had them special-ordered.“It’s like, how do you put a price tag on that?
