SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. SAN DIEGO (KGTV) - It wasn't the opening day anyone envisioned, but by game time, foot traffic had picked up around Petco Park.It was vastly different compared to past years, according to Brant Crenshaw. He owns Social Tap San Diego, located next to the ballpark. Due to public health orders, the capacity at their restaurant was significantly reduced. However, they were able to fill the tables and chairs set up in their outdoor areas, and by the start of the game, they had a healthy waitlist.Crenshaw says despite the pandemic, Opening Day still brought more people out than usual."This is baseball. We're Americans. They go hand in hand," he said. It's definitely special and were playing the hand we're dealt."Meanwhile, there were many fans spotted decked out in game-day gear trying to catch a glimpse of the game from their balconies near the ballpark. Some fans waved Padres flags from the balcony to show support.Chip Messenger kept opening day tradition going by watching from his balcony. He has a great view of the field and has invited a small group of people to watch the game from the outdoor vantage point. He plans to share the spot with other people as the season goes on."I run a tight ship on opening day, this is my 8th or 9th opening day from my balcony," Messenger said. "So you invite people you can't have too many, but I want to start inviting people I don't know in a few days. There's going to be like some babies for the time, moms and dads, couples you know. SAN DIEGO (KGTV) — It's been 25 years since President Bill Clinton approved Operation Gatekeeper, the measure focused on the issue of immigrants crossing the border illegally — specifically the San Diego sector.Two key parts of Operation Gatekeeper were surveillance equipment and enforcement infrastructure, like walls and fences. Twenty-five years later, Border Patrol Agent Theron Francisco tells 10News, "Before Gatekeeper this area was in utter chaos, agents were apprehending 1,000 per shift. We had hundred of thousands of apprehensions a year." It's a measure that Francisco says paved the way for Border Patrol today."It's absolutely night and day from where we were back then," Francisco said.Tuesday, those against Operation Gatekeeper held a rally. Former Border Patrol agent Jenn Budd tells 10News, "That was the whole purpose, to push them out here to make it more difficult and dangerous for them to cross. I didn't want to be a part of it but its something I have to admit I was a part of."Budd tells 10News, it's partly why she left Border Patrol, "I left because I felt the policies we were enacting were killing people and what we were representing to the public wasn't the truth." Meantime, Border Patrol agents say it's only helped increase San Diego safety."The days are gone where illegal aliens are running through people's backyards trying to hide from Border Patrol," Francisco added. SAN DIEGO (KGTV) — Lego fans will have more to look forward to in 2019, as Legoland California plans new attractions in celebration of its 20th birthday.Among one of the park's 2019 offerings: Free admission for kids 12 and under on their birthday, starting in January."Having a chance to reflect on the last 20 years ahead of next year’s birthday celebration, it’s incredible to think about all we’ve accomplished during that time and the amount of kids we positively impacted through their experiences at the Resort," said park General Manager Peter Ronchetti.RELATED: Southern California theme parks ring in the holiday seasonAmong the new additions for 2019, Legoland said it plans to add new attractions and live shows for visitors to experience.One new addition will be a new attraction inspired by "The Lego Movie."
