CHENGDU, July 18 (Xinhua) -- At least 23 people have been killed and 30 are still missing as of Sunday evening after the worst rainstorm of the year lashed southwest China's Sichuan Province late Friday, the provincial civil affairs department said.More than 586,000 people were forced to evacuate their homes as torrential rains pounded 62 counties and cities in the province and triggered mountain torrents, landslides and house collapses, cutting off roads, electricity and communications in some regions.Half of the worst-hit Quxian County remains flooded, with water levels of up to 10 meters deep. The county is cut off from the outside world, with roads and railways flooded by waters, according to a spokesman with the department."We can only see the roofs of most riverside houses in Qujiang Town and Jubei Town," said Deng Yuhua, secretary of the county's Party committee.Further, rains are still pelting eastern parts of the province, which will probably aggravate the situation, said the spokesman.Flooding is forecasted to peak in Guang'an City, at the lower reaches of Qujiang River, on Monday.The provincial government has dispatched work teams and allocated emergency funds of 5 million yuan (about 730,000 U.S. dollars) to support flood relief operations.Parts of China experience heavy rains every summer, but this year's rains have been particularly devastating.Since the beginning of July, torrential rains and severe flooding has left 146 people dead and 40 missing and forced the evacuation of more than 1.3 million people as of 4 p.m. Friday in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.

BEIJING, Aug. 17 (Xinhua) -- China's Supreme People's Court (SPC) has urged more efforts to clear the backlog of cases as a campaign to complete long-delayed verdicts had seen positive results.Various local departments were urged to be "fully aware" of the importance of the speedy execution of court orders and tackling the backlog of cases, said a statement released Tuesday after a meeting on backlogged cases.The meeting was jointly held by the Political and Legal Affairs Commission of the Communist Party of China (CPC) Central Committee and the SPC.Statistics cited in the statement show that since a campaign on clearing backlogged cases started in November 2008, long-delayed verdicts for more than 333,000 property cases had been completed.In addition, more than 3 million cases not involving properties had also been cleared.The two organizations urged police, banks, financial administrative departments, tax departments and other units that might be involved in case execution to fully support and coordinate the enforcement of court orders.The statement also called for harsher punishments and restrictions in real estate, credit rating and other fields for defendants who refused to follow court orders."The campaign is in accordance with the people's interests... and will have positive effects on promoting social harmony and stability," said Wang Lequan, deputy secretary of the Political and Legal Affairs Commission, at the meeting.

XIAMEN, June 20 (Xinhua) -- The Chinese mainland and Taiwan have come closer to signing a comprehensive economic pact as "substantial progress" has been made in negotiations, the mainland's chief Taiwan affairs official said on Sunday.Speaking at a centerpiece conference of the week-long Straits Forum held in the southeastern city of Xiamen, Director of the State Council's Taiwan Affairs Office, Wang Yi, said the progress in talks on the Economic Cooperation Framework Agreement (ECFA) is a result of joint endeavors and shall be honored by both sides.The two sides discussed the main contents of the pact and items of the goods and services to be included in the "early harvest program" at the third round of expert-level talks in Beijing last week.The Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) represented both sides during the negotiations. Two previous talks were held in Beijing and Taipei earlier this year.The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer, the pact's initiators said.
