Then, things changed."Suddenly, then, on August 3, the Commerce Department and the Census Bureau abruptly and without explanation said that they were going to go back to the original timeline," Wolf said.The Census Bureau now plans to stop counting at the end of September, a full month earlier than planned.What's more, the deadline for processing those tens of millions of census responses, set for the spring of next year, got pushed up to the end of this year.However, a federal judge temporarily halted the plan, until there can be a court hearing later this month."If you cut the time short, you don't have enough time to collect the data. You don't have enough time to process the data," Wolf said, "and then you end up with real problems."Those problems could include under-counting communities of color, like African Americans, Hispanics, and Native Americans.In response to our questions, the Census Bureau referred us to a statement from their director, Steven Dillingham, which says, in part, "We are taking steps and adapting our operations to make sure everyone is counted while keeping everyone safe."Census maps, which are updated continuously, show that it can be a struggle in some states.Montana, Arizona, Alabama, Georgia, and New Mexico rank at the bottom of the list, with only about three-quarters of households responding.That can end up costing those states billions of dollars for highways, food stamps, school programs, and student loans.For example, Florida had one of the country's worst response rates during the 2010 census, and it cost the state tens of billions in federal dollars."When we don't participate, the money goes elsewhere," said Jonathan Evans, the city manager of Riviera Beach, Florida.In the meantime, multiple federal court cases are challenging – among other things-- the census schedule and the Trump administration's effort to exclude undocumented migrants from the count.Whether those cases are resolved before the census count ends remains to be seen. 2738

WASHINGTON (AP) — The Trump administration Tuesday banned bump stocks, the firearm attachments that allow semi-automatic weapons to fire like machine guns and were used during the worst mass shooting in modern U.S. history. The regulation gives gun owners until late March to turn in or destroy the devices. It is impossible to know just how many bump stocks Americans own because the devices aren't traceable, but ATF has estimated that between 280,000 and about 520,000 have been sold since 2010.Investigators expect most owners will comply with the new rule and ATF will take action against those who don't, the official said. But there's no surefire way to know whether owners are complying. The official briefed reporters on condition of anonymity.White House Press Secretary Sarah Huckabee Sanders said President Donald Trump was "once again fulfilling a promise he made to the American people." ATF received about 186,000 comments on the proposal.The amended regulations reverse a 2010 ATF decision that found bump stocks did not amount to machine guns and could not be regulated unless Congress changed existing firearms law or passed a new one. In the aftermath of the Las Vegas shooting, some members of Congress sought to ban bump stocks, but no legislation was passed. At least 10 states have sought their own restrictions.The amended rule was met almost immediately with resistance from gun rights advocates, including Gun Owners of America, which said it would file a lawsuit against the Justice Department and ATF to protect gun owners from "unconstitutional regulations.""These regulations implicate Second Amendment rights, and courts should be highly suspect when an agency changes its 'interpretation' of a statute in order to impair the exercise of enumerated constitutional rights," the organization's executive director, Erich Pratt, said.The Justice Department official said the government will fight any legal challenge that may be broughtThe National Rifle Association called on the Justice Department to provide amnesty for gun owners who already have bump stocks."We are disappointed that this final rule fails to address the thousands of law-abiding Americans who relied on prior ATF determinations when lawfully acquiring these devices," said spokeswoman Jennifer Baker.Police said the gunman in the Las Vegas massacre, Stephen Paddock, fired for more than 10 minutes using multiple weapons outfitted with target scopes and bump stocks. WAUKESHA COUNTY, Wisc. -- A Town of Merton man was charged after he called police when sex workers he hired allegedly stole his phone.Scott A Peschmann, 41, along with Victoria Pena, 24, and Maria Lebron, 27, were charged with prostitution and theft after meeting at Peschmann's home for sex, according to the criminal complaint. "Officers made contact with Scott Peschmann who indicated that three females had been at his residence and had stolen his cell phone and 0 in cash," said the criminal complaint. Peschmann had met Pena on the website, "back page," and arranged for an "intimate evening." They agreed upon a price of 0 for various sexual acts.  "Peshmann indicated that he had left four 0 bills on the corner fo the front room desk as a donation for the girls," said the criminal complaint. Peshmann noticed that his cell phone and the money were missing when Lebron went to the car to get a condom. The women were later stopped after officers spotted their vehicle and Peschman's phone was found in Lebron's purse.   1120

  

WASHINGTON (AP) -- The Supreme Court has rejected the Trump administration's bid to throw out a California immigrant-sanctuary law that limits local police cooperation with federal immigration authorities.The justices' order Monday leaves in place lower court rulings that upheld the law.The administration said the 2017 state immigrant-sanctuary measure conflicts with federal immigration law and makes it harder to deport people who are in the country illegally.California Attorney General, Xavier Becerra, released a statement that said in part: "We’re protecting Californians’ right to decide how we do public safety in our state. The Trump Administration does not have the authority to commandeer state resources. We’re heartened by today’s Supreme Court decision."The San Diego County Sheriff's Department sent ABC 10News the following statement:"The Supreme Court decision not to hear a legal challenge to California's sanctuary law does not change or impact the operations of the San Diego County Sheriff's Department. Our agency is already in full compliance with SB54.We do not enforce immigration laws.
