DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. The Department of Justice says the 41-year-old stole a doctor’s signature stamp and prescription pads to write fraudulent prescriptions.Berlin forged at least 44 prescriptions for controlled substances from April 2015 to 2017, according to the DOJ. According to the criminal filed against her, Berlin sent text messages to her buyer using coded language by describing the drugs as “candies" and “Tic Tacs.”Investigators say the bogus scrips were filed at pharmacies in Rancho Santa Fe and Beverly Hills. The DOJ says 15 people died because of drugs related to some of the practitioners in this investigation and this epidemic remains their top issue. (KGTV) - A horse died Monday at the Del Mar Fairgrounds, the fourth death at the track since the start of the summer racing season in July. “We are saddened to confirm that Bri Bri, an unraced three-year-old filly, was humanely euthanized today after suffering a serious injury to her pelvis during training,” the Del Mar Thoroughbred Club read in a statement. “We are deeply sorry for her and her human connections.” Emergency personnel and track veterinarians responded to the emergency immediately, said DMTC officials. Del Mar was among the nation’s safest racetracks last year, but experienced the deaths of two horses on the second day of the season. Charge A Bunch, trained by Carla Gaines, ran headfirst into Carson Valley, trained by Bob Baffert. Another of Baffert’s horses, Bowl of Soul, had a fetlock injury and was euthanized less than two weeks later. Bri Bri was trained by Jim Cassidy. Track officials said they will meet with him to discuss the matter. “Del Mar has implemented a series of safety and welfare reforms over the last several racing seasons, including the creation of an independent five-member panel to review all entries. DETROIT — A woman says a Detroit family doctor fathered hundreds of babies, which included her. The woman says she took a DNA test and traced it back to her family's doctor.Jaime Hall says she recently discovered that her biological father is actually Dr. Philip Peven, who’s now 104 years old. Peven admitted to fathering her and potentially hundreds of others and says he and a group of doctors donated their own sperm to couples having trouble conceiving for decades.“I go, 'I think my Mom's doctor is my Dad,'” Hall said.Hall says she couldn’t believe it when she took a DNA test through ancestry.com. The results came back and said her family's doctor was the person who fathered her.She says she confronted Peven about the DNA results.“I said, 'Sid you ever think that DNA would bring back all your biological children to you?' And he said, 'oh, no,'” she said.Hall says she wasn’t the only person who took a test. Shortly after, she received a call from a half-brother.“He had done more research in this and said, 'You have another half-brother that you can call today. It’s his birthday and he’d love to get a sister on his birthday,'” Hall said.Hall says her parents, who have both died, had no idea Peven used his own sperm. They went to Grace Hospital in Detroit in the 1950s because they were having a difficult time conceiving. Hall says Peven would inseminate his patients with a fresh sperm sample from himself or one of the other doctors. Hall says she believes Peven was more of a scientist, and a doctor second.“He said, 'I was on the cutting edge, a pioneer... to be doing what I was doing at my practice,'” Hall said.But when Peven’s grandson matched with Hall and showed up as her half nephew, it was all the proof she needed. Hall says Peven admitted to fathering her and potentially hundreds of children over his 40-year career.“His daughter by marriage said to me once, 'Dad, you could have hundreds, maybe thousands of kids,'" Hall said. "And he goes, 'I guess that’s true.'
