BEIJING, Feb. 1 (Xinhua) -- Chinese central and local governments have poured money into the building of a national cultural information and resources sharing network, deemed as the base for the country's public cultural service system, the Ministry of Culture said Monday.The central government has planned to invest 2.476 billion yuan (362.6 million U.S. dollars) in the project during the country's 11th five-year (2006-2010) plan, among which 2.07 billion yuan (303 million U.S. dollars) has been allocated so far, according to the ministry.The total investment from local governments has reached 2.7 billion yuan (395 million U.S. dollars). One national service center has been established, along with 33 provincial-level centers and nearly 3,000 county-level branch centers, according to the ministry.Initiated in 2002, the project was committed to digitizing domestic cultural resources and sharing them nationwide via Internet, satellite transmission and discs.Vice Minister of Culture Zhou Heping said Monday that the project has made new progress as local governments kept innovating in ways of transmission.The project has extended to a population of 50 million people, according to Zhou.The ministry on Monday also launched a promotion scheme of county-level digital libraries, aiming at transmitting resources from the National Digital Library to nationwide county-level libraries via the cultural information and resources sharing network.The plan would be implemented in 320 counties ahead of the two-week-away Spring Festival, while by the end of this year, a total of 2,940 counties across the country would have libraries with digital library services, the ministry said.

BEIJING, Feb. 27 (Xinhua) -- A severe drought has affected 69.6 million Mu (about 4.64 million hectares) of arable land and left 12.7 million people and 8.4 million livestock short of drinking water, said China's drought relief authorities Saturday.The figures nearly doubled the average level for corresponding periods over the past years, according to the State Flood Control and Drought Relief Headquarters.The drought had caused huge losses and serious drinking water shortages in the affected areas, said Liu Ning, vice minister of water resources.Local governments have put 750 million yuan (110 million U.S. dollars) and mobilized nearly 9 million people to cope with the draught, which temporarily helped 7.4 million people and 3.6 million livestock out of drinking water shortages, Liu said.He called for prompt allocation of more relief funds from the central government and more efforts to ensure drinking water safety and spring irrigation.The dry spell started last autumn and has hit southwest, south and part of north China. The seriousness, duration, areas affected and losses are rarely seen in history, said the Ministry of Civil Affairs Friday.Severe drought would continue to ravage the already hard-stricken southwest China as no major rainfalls are expected in the next three days, the China Meteorological Administration warned Saturday.

"We hope that the Haitian people, with the help of the international community, will overcome the difficulties, rebuild their homes and achieve self-reliance at an early date."The new Chinese contribution follows a Jan. 13 decision of the Red Society of China to donate one million U.S. dollars in cash to Haiti, he said. "On Jan. 15, the Chinese government announced its decision to provide 30 million yuan (about 4.4 million U.S. dollars) worth of humanitarian emergency supplies to Haiti."The first charter plane loaded with these supplies arrived in Haiti on Jan. 17, bringing to the local people medicine, tents, portable emergency lights, water purification equipment, food, drinking water and clothes, he said. "The second plane, which was delayed due to limited capacity of the Haitian airport, will arrive on Jan. 26."Since Jan. 13, the 60-member emergency rescue team sent by the Chinese government has fully engaged in disaster relief in the Haitian capital Port-au-Prince, he said. "The team has carried out effective search and rescue operations at the headquarters of MINUSTAH (the UN Stabilization Mission in Haiti), the prime minister's palace and other places, with a number of bodies found, including those of Special Representative Hedi Annabi of MINUSTAH and other UN staff.""The medical team of the Chinese rescue team are providing medical support for several hundred local people everyday," he said. "At this very moment, the Chinese international rescue team is still working at this forefront of disaster relief in Haiti and doing its utmost to help more people affected by the earthquake."Since the earthquake struck Haiti on Jan. 12, the international community has worked in solidarity to offer a helping hand to the Haitian people and government, he said. "At present, disaster relief in Haiti is in full swing.""The Chinese government highly commends the timely and effective assistance provided to Haiti by the United Nations, which has won the wide acclaim of the international community and laid a good foundation for the next phase of reconstruction efforts," he said.

BEIJING, Jan. 24 (Xinhua) -- One of China's two leading State-owned shipbuilders, China Shipbuilding Industry Corporation (CSIC), said Sunday that its profit in 2009 jumped 18.5 percent to 7.39 billion yuan (1.1 billion U.S. dollars).The Beijing-based conglomerate, which consists nearly 50 industrial subsidiaries and about 30 R&D institutes in northern China, also said its operating income rose 17 percent in 2009 to 120.9 billion yuan.General manager Li Changyin said the CSIC had overcome the impact of the global financial crisis, which crippled the global sea-based trade and brought down ship orders.Li said technological innovations had enabled the CSIC to build 180,000-dwt bulkers, 320,000-dwt oil tankers, 13,000-TEU containers as well as new types of drilling platform which can be used in water depths up to 400 feet (120 meters).According to Li, CSIC had also been actively engaged in non-ship businesses including manufacturing of wind power and nuclear power equipment, accounting for 40 percent of the CSIC's business volume.Li said the CSIC profit target for 2010 was 8 billion yuan. The operating income was expected to surpass 140 billion yuan and the CSIC output in 2010 was likely to break 10 million dwt (deadweight tonnage), he added.The CSIC, which has more than 140,000 manpower, launched an initial public share offer at the Shanghai Stock Exchange in December 2009 and raised some 6.4 billion yuan.The CSIC's main shipbuilding and industrial enterprises are based in cities of Dalian, Qingdao, Tianjin, Shanhaiguan and Wuchang.The other major shipbuilding conglomerate in China -- the China State Shipbuilding Corporation (CSSC) is based in Shanghai, whose turf is mainly in eastern and southern China.
