BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. BEIJING, Aug. 3 (Xinhua) -- China kicked off a five-day military exercise in two provinces on Tuesday in which 12,000 military personnel and seven types of military aircraft are taking part.The military exercise, code-named "Vanguard-2010", was carried out simultaneously in seven cities across the provinces of Henan and Shandong at 8:21 a.m. Tuesday and featured simulated emergency evacuations and planning for combat.The drill, consisting of two phases from Tuesday to Saturday, will feature emergency evacuations, war planning, reconnaissance, early warning activities, ground-to-air attacks and evacuations of command posts during its first phase ending Thursday.Its second phase consists of testing Chinese air defense troops' ability in fighting air units in a "complicated electromagnetic environment."At 8:21 a.m. on Tuesday, air defense forces from the People's Liberation Army (PLA) and paramilitary forces in the seven cities including Qingdao, Jinan, Zhengzhou and Kaifeng began evacuation plans and successfully moved to designated areas, screens at the drill's commanding headquarter showed.By about 10:10, an air defense brigade from the PLA Jinan Military Command led by its commander, Zhao Geng, had already traveled 100 km and begun to formulate war plans.

MOSCOW, Aug 20 (Xinhua) -- Trade between China and Russia has returned to the fast track in 2010, as bilateral trade volume reached 30.7 billion U.S. dollars from January to July, Russian and Chinese officials said here Friday.That represented a 49.6-percent increase year-on-year, the officials said at the 13th meeting of the Russia-China inter-governmental trade commission, which was co-chaired by Russia's Economic Development Minister Elvira Nabiullina and her Chinese counterpart Chen Deming.Mutual investments also surged this year, as Chinese direct investment to Russia jumped 58.5 percent during the first half of 2010 and the Russian investment to China up 18.3 percent, they said.Russia is interested in continuing cooperation in such areas as electric power, nuclear energy, logistic infrastructure, Nabiullina said.Chen said Chinese companies are willing to increase investment in Russian enterprises and to take part in their infrastructure construction.He noted that China would take active measures to promote the import of Russian mechanical and electrical products, and also hopes that in return Russia will open its market to more Chinese cars.During the meeting, chambers of commerce and companies from the two countries inked several cooperation agreements.

BEIJING, July 25 (Xinhua) -- Party and government officials whose spouses and children have emigrated overseas are to be subject to strict examination when applying for private passports and going abroad, according to a new regulation released Sunday.A provisional regulation by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council specified new rules overseeing the issuing of private passports and travel passes to Hong Kong, Macao and Taiwan to such officials.Party and government leaders of this kind have become so renowned in China that they have a shared nickname, "naked officials." They usually moved their spouses and children, as well as their assets, to foreign countries, and they put the money into their wives' or children's bank accounts. Even if they were eventually apprehended, the wealth transferred to overseas banks still belonged to the officials' families.According to the new rules, "naked officials" should submit written accounts on all income and property owned by their spouse and children living overseas, and on any changes in their financial conditions."Officials whose duties or services are related to the countries and regions their spouses and offspring are living in should voluntarily report it to their higher authorities. If conflicts of interests are involved, the officials must avoid holding related posts," the regulation said.The regulation stated that such officials should "strictly comply with relevant laws and regulations" when applying for passports and travel passes, or applying for traveling or emigrating abroad.Officials above deputy-county head level applying for passports should consult with their higher authorities, it said, adding that a thorough examination should be conducted when promoting officials whose family members have emigrated abroad.A statement from the CPC Central Committee General Office said the new regulation is "an important anti-corruption measure" to make officials self-disciplined, clean, reliable and to be people of integrity."The regulation not only stresses education, management and supervision of civil servants whose spouse and offspring live aboard, but also focuses on the protection of their interests and working enthusiasm," it said.The regulation covers all civil servants, but excludes those top-ranking specialists in high-tech fields who have been recruited from overseas, along with high-qualified overseas returnees.Experts say this is the latest effort to place officials' actions in the public's view.In September 2009, the CPC Central Commission for Discipline Inspection first ordered increased oversight of "naked officials."The municipal government of Shenzhen of southern Guangdong Province then implemented regulations in November 2009, including provisions saying that "naked official" should not become department chiefs or leading members of key departments.Earlier this month, the two general offices issued another regulation, designed to curb corruption and increase transparency about the assets of government officials. It required officials at deputy county chief level and above to annually report their assets, marital status, whereabouts and employment of family members.The reporting system for monitoring Party and government officials was set up in 1995, and revised in 1997 and 2006 by broadening the list of items and adding detailed procedures.Prof. Li Chengyan of Peking University said the two regulations that were announced recently were "a substantial step" towards the establishment of an asset declaration system for China's civil servants.

"As the developing countries are at similar levels of development and facing similar economic and social development problems, they can better appreciate the development needs of each other.""China supports the 'Beyond Aid' initiative proposed in the UN secretary-general's report and emphasizes the need for enhanced policy coherence, host country ownership and capacity building over cash assistance," he said."With the concept of 'blood generation over blood transfusion', China believes that it is better to help host countries build long-term sustainability than to resort to short- term interventions and be overly dependent on foreign aid," he said.
