BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday vowed to further enhance their partnership and deepen cooperation in various fields.     In a joint declaration issued after Chinese Premier Wen Jiabao's visit to Brussels, the two sides emphasized the importance of the strategic partnership in face of globalization and the current volatile international situation.     The document says that the China-EU relationship has gone beyond the bilateral domain and is increasingly of global strategic significance. "Both sides are of the view that it is imperative to further improve the China-EU comprehensive strategic partnership, which reflects the common wishes of the two sides and are in their interests," says the declaration. Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), holds the First plenary session of the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 22, 2008.     BEIJING, Dec. 22 (Xinhua) -- China announced plans Monday to establish a social security number system for the welfare of its citizens.     The draft of the social insurance law was discussed by the Standing Committee of the 11th National People's Congress, the country's top legislature, on Monday.     The draft said China would establish a standard social security number system across the nation by using each citizen's current identification card number.     The social insurance fund will be categorized into endowment insurance, medical insurance, insurance against injury at work, unemployment insurance and childbirth insurance, the draft said.     Currently, China's social insurance fund is managed by the Ministry of Human Resources and Social Security and its branches in provinces, municipalities and autonomous regions.     According to the country's labor law, the funding of endowment, medical and unemployment insurance is raised by both individuals and their employers. Workplace injury and childbirth insurance have to be paid by employers.     A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled.     The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security.     The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance.     Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.

UNITED NATIONS, Jan. 13 (Xinhua) -- The Chinese government is actively promoting the relief of tension in Gaza, and China is ready to work with the international community to bring all the parties concerned back to the negotiation table at an early date in a bid to achieve the peaceful, just and durable settlement to the Palestinian-Israeli issue, a Chinese envoy said here Tuesday.     Zhang Yesui, the Chinese permanent representative to the United Nations, made the statement as he was speaking at the closed-door meeting of the UN Security Council on the Gaza conflict, which has left more than 900 Palestinians killed and 4,000 others injured.     Zhang told the Security Council that the Chinese special envoy on the Middle East issue, Sun Bigan, began his visit to Egypt, Israel and Palestine on Sunday for mediation for peace in the region.     China is gravely concerned about the growing escalation of tension in Gaza, and it is regrettable to see that the new Security Council resolution, adopted last Thursday to call for an immediate, durable and fully respected ceasefire, went unheeded by warring parties, he said.     At present, the top priority is to achieve the full implementation of the UN truce resolution -- the immediate ceasefire, the withdrawal of Israeli forces from Gaza, a halt to the firing of rockets into Israel by the armed Palestinian faction, and unimpeded access of Gaza to the humanitarian relief goods, he said.     At the Tuesday council meeting, UN Secretary-General Ban Ki-moon briefed 15 council members on his upcoming visit to the Middle East, which will take him to Egypt, Jordan, Israel, Turkey, Lebanon, Syria and Kuwait. 

LIMA, Nov. 23 (Xinhua) -- Chinese President Hu Jintao said Sunday that China and Russia should strengthen strategic coordination at a time when the global political and economic structures are undergoing the most profound changes since the end of the Cold War.     Hu made the remarks at a meeting with his Russian counterpart Dmitry Medvedev on the sidelines of the 16th Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum in Lima, Peru.     China and Russia should make concerted efforts to overcome the impact of the ongoing global financial crisis, maintain the sound momentum of their economic growth, and push ahead with reforms of the international financial system, the Chinese president said.
