TIANJIN, Oct. 8 (Xinhua) -- The capacity of China's plantation industry might decline as a result of global warming, according to a report released during a new round of UN climate talks being held in north China's Tianjin Municipality from Oct. 4 to 9.If no proper measures were taken, the capacity of China's plantation industry might decline by 5 to 10 percent by 2030, characterized by a reduction in the output of wheat, rice and corn, said the report, released by the Chinese Academy of Agricultural Sciences and several other organizations during the conference."The situation may get worse after 2050," the report warned.It said the soaring content of carbon dioxide in the atmosphere would have a "significant" impact on the output of wheat, rice and corn.Also, higher temperatures might put more farmland in China at risk from of insect damage and forest fires, the report explained.Further, some farmland might be inundated if the sea level rises as a result of global warming, it said.China has only about 7 percent of the world's arable land, while feeding more than 1.3 billion people which accounts for about 20 percent of the world' s population.

CAIRO, Sept. 26 (Xinhua) -- Chinese and Egyptian industry officials vowed closer bilateral economic ties on Sunday with the signing of an industrial cooperation agreement.Egyptian Minister of Trade and Industry Rachid Mohamed Rachid met with Chinese Minister of Industry and Information Technology Li Yizhong. Both talked about the expansion and improvement of bilateral trade and economic cooperation.Rachid told reporters that he hoped the new agreement would pave the way for more cooperation in different industry sectors including manufacturing of cars components, textiles, petrochemicals, electronics and technology."This agreement includes the process of sharing technology and increasing investment in the industrial sector and training of workers as well as helping Egyptian companies promote their products in the Chinese markets," said the Egyptian minister.The agreement also included the formation of an Egyptian- Chinese task force that takes the responsibility of sharing information and experiments in the industrial sectors and encouraging Egyptian and Chinese firms to establish joint ventures in different areas of cooperation, according to Rachid.Rachid said that Egypt wanted to benefit from the successful Chinese experience in the industrial sector.Egyptian Prime Minister Ahmed Nazif also met with the Chinese minister. The prime minister said Egypt shows great interest in boosting cooperation with China.The bilateral trade between Egypt and China increased from 3 billion U.S. dollars in 2006 to 6.24 billion dollars in 2008, according to Chinese Ambassador to Egypt Wu Chunhua.By the end of last year, Chinese investment in Egypt exceeded 500 million U.S. dollars. YICHANG, Hubei, Oct. 3 (Xinhua) -- The water level at the Three Gorges Dam, the world's largest water control project, reached 164.59 meters on Sunday, only 10 meters short of its full capacity of 175-meters, said a project official.The dam in central China started to hold back water this September by discharging less to the lower reaches of the Yangtze River, the country's longest river.Reaching the 175-meter water level would enable the Three Gorges Dam to fulfill its functions of flood control and generating electricity to the fullest extent, symbolizing the total success of the massive water project.This is the reservoir's third attempt to reach full capacity since 2008. However, water levels stopped at 172.8 meters in 2008 and 171.43 meters in 2009 due to droughts on the lower reaches.However, this time officials believe the dam will reach full capacity by the end of October."We have confidence in reaching the goal this year. Although less water flowed into the dam after the flood season, we have reduced water discharges accordingly," said Yuan Jie, an official in charge of water level control.

BEIJING, Sept. 26 (Xinhua) -- The Chinese government Sunday released a white paper on human rights in China in 2009, highlighting the role of Internet freedom and the country's efforts in safeguarding citizens' legitimate civil and political rights."The overall cause of human rights has been promoted in an all-round way," says the white paper, published by the State Council Information Office under the title "Progress in China's Human Rights in 2009."Chinese netizens' right to freedom of speech on the Internet was protected in 2009 and the Internet has become a new channel for the Chinese government to gauge public opinion, and consequently improve its governance, the report reads.It has become "common practice" for governments at all levels to consult the public via the Internet before formulating some policy, it says.It adds government agencies have set up special websites to facilitate the public's reporting of corruption and dereliction of duty among officials.In 2009, the Chinese government promulgated and implemented its first national action plan with human rights as the theme.The National Human Rights Action Plan of China (2009-2010), which applies the Constitutional principle of respecting and protecting human rights to the various fields of politics, economy, culture, social construction, etc., has been "effectively implemented", according to the white paper.Chinese people's standard of living "has been further improved on the basis of economic and social development" after the country put forward a 4-trillion-yuan (596.6 billion U.S. dollars) stimulus package in the wake of the international financial crisis, it says.In 2009, the per capita net income of rural residents was 5,153 yuan, and the per capita disposable income of urban residents was 17,175 yuan, an increase of 8.5 percent and 9.8 percent respectively over the previous year.The white paper is China's 9th report on human rights since the country began releasing the document in 1991.
