INDIANAPOLIS – A veteran and retired postal worker missed his funeral after his remains were lost in the mail delivery process.The ashes of Richard Nelson, who once served in the Navy, remain missing.Years after leaving the military, Nelson headed for Arizona and left specific instructions to his family on how he wanted services handled following his death.In July, the funeral home in Arizona mailed Nelson’s remains on August 1, and the tracking number stated it was to arrive in Indianapolis on August 2.Nelson’s nephew, Scott Hare, had plans to drive the ashes to Michigan for services – but he never received the package.The memorial service went on as scheduled and the cemetery plot next to his parents had to be refilled until further notice."I have to keep telling people I don't know anything, there's no closure,” said Hare.Hare said his moments of sorrow were overcome with pride.“At some point, I had to laugh,” said Hare. “He retired from the post office and was lost at the post office. INDIANAPOLIS — In a constant battle to keep your private data secure, Apple is hitting back, keeping people out of your phone. But it’s bringing up a major issue for law enforcement in Indiana. When it comes to solving crimes, often a key piece of evidence is stored on a cellphone or a computer, and police are constantly trying to stay ahead of criminals. But as more people and tech giants are concerned about security, some of those new security features and encryption are stopping police from solving crimes. In 2015, Apple was in the spotlight after they refused to unlock an iPhone for the FBI after a terrorist attack in San Bernardino, California. At the time, investigators said potential key clues of other possible terrorist attacks could be on the phone. Apple refused to help unlock the device. In the years since, a new device called GrayKey that law enforcement could use to crack iPhones was developed, and they've been using it ever since. "[GrayKey] can plug into iPhones that historically, in general, have what we call 'brute force' on them,” said Steve Beaty, a digital security expert.The September release of Apple's latest operating system, iOS 12, shut down the ability for that special device to work. The result left investigators scrambling. “Apple's fighting these guys pretty hard, has been a bit of a chess game," Beaty said. The Indiana State Police and Indianapolis Metropolitan Police Department have the ,000 GrayKey device. Both agencies say they only use the device as part of ongoing criminal investigations after a search warrant has been issued by a judge. But even with a warrant, Apple’s latest operating system for iPhones has shut down the ability for the GrayKey to work. Investigators are concerned that they won't be able to solve some crimes because they can't get key pieces of evidence off a new iPhone. "So for the time being, I don't see it being more than a chess game where there are going to be advances made on either side,” Beaty said. “And I don't think there's going to be a definitive ... ‘checkmate’ in the foreseeable future."WRTV asked both ISP and IMPD if they have had any cases where the device hasn’t worked. Interior Department Secretary Ryan Zinke signed an order Friday morning aiming to expand access for hunters and fishers to public lands and monuments.In what is being described as an "expansive" secretarial order, Zinke's rule would ultimately allow broader access across the board to hunters and fishers on public lands managed by the Interior Department, according to the order.A section of the order also amends the national monument management plan to include or expand hunting and fishing opportunities to the "extent practicable under the law."The order cites a 2007 executive order from President George W. Bush to "facilitate the expansion and enhancement of hunting opportunities and the management of game species and their habitat." It directs agencies to to create a report and plan to streamline how best to enhance and expand access to hunting and fishing on public lands.The Interior Department oversees national parks, wildlife refuges and other federal lands.The secretarial order also aims to expand educational outreach for hunting and fishing to "under served" communities such as minorities and veterans as well as increase volunteer access to federal lands."Today's secretarial order is the latest example of how the Trump administration is actively moving to support hunting and other forms of outdoor recreation on public lands," Zinke said in a statement."Hunting and fishing is a cornerstone of the American tradition and hunters and fishers of America are the backbone of land and wildlife conservation," he said.Interior said Obama administration policies were too restrictive."Through management plans made under the previous administration, which did not appreciate access to hunting and target shooting like this administration does, access and usage has been restricted," said Interior spokeswoman Heather Swift.Zinke's rule will not have to go through a formal rule-making process.It is the second major action from Interior in the last few weeks.In August, Zinke recommended shrinking the boundaries of a handful of national monuments, but stopped short of suggesting the elimination of any federal designations following a review ordered by President Donald Trump.At Trump's direction, Zinke earlier this year launched a review of 27 national monuments, a controversial move that could undo protections for millions of acres of federal lands, as well as limits on oil and gas or other energy production. INDIANAPOLIS, Indiana — More than 150 names were read during a vigil Wednesday evening and family and friends gathered at the Indiana event to light a candle for each one. Each name was someone who was the victim of gun violence over the past year. Deandra Yates organized the vigil. She works with Moms Demand Action for Gun Sense in America and founded Purpose for My Pain, a support group of families of victims of violence. "We need better gun legislation. We need to make sure that families that have at-risk youth are supported and have resources for mentoring and different programming for their kids,"  Yates said. Yates says she's encouraged by the million grant that Indianapolis has received from the Trump Administration to fight gun violence. IMPD will receive 0,000 of that grant to hire three crime analysts for the city to help sniff out leads before crime happens. Those analysts will process shell casings and guns used in crimes to see if they were used in other crimes in the city. The hope is that the police can connect the crimes and get the ones responsible off the street. Another focus for those analysts will be on social media, tracking what criminals are sharing and talking about online.The other 0,000 from the grant will go to the Marion County Prosecutor’s Office to handle all of the gun violence cases. 1399
