CHULA VISTA, Calif. (KGTV) - A pedestrian died and others, including children, were injured Monday in a crash involving a construction truck in Chula Vista. The truck driver lost control about 1:15 p.m. in the 500 block of 4th Ave near Shasta Street, police said. The location is a residential street near Scripps Mercy Hospital Chula Vista. The truck hit parked cars including a black pickup, which then struck a pedestrian before flipping over, said officers.Paramedics took the pedestrian to the hospital with critical injuries. The victim, an 81-year-old, later died, police confirmed. A mother and her two children, a baby and a girl, were in a parked car and suffered minor injuries. Chula Vista police are investigating the cause of the crash. At this time, police say it's unclear whether or not drugs or alcohol were involved. 844

CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. CHULA VISTA (CNS) - A man who allegedly stabbed and seriously injured another man with a screwdriver during a San Ysidro street robbery pleaded not guilty Friday to attempted murder, robbery and vandalism charges.Eduardo Hernandez Oliveros, 22, is accused of robbing the victim just before 7:30 a.m. Sept. 17 in the 600 block of East San Ysidro Boulevard.Police said the victim was using his cell phone when Oliveros confronted him on the street and asked to use the phone. Before the victim could react, Oliveros allegedly snatched the phone out of his hand and took off.Deputy District Attorney Daniel Shim alleged the victim chased Oliveros down and a "physical struggle" ensued, culminating in the defendant stabbing the victim in the face and neck with a screwdriver.Bystanders called police, who responded and arrested Oliveros, who faces more than 25 years in state prison if convicted of all charges, according to the prosecutor.The victim, whose name was not released, was hospitalized with serious injuries, according to the San Diego Police Department, which alleged that Oliveros "admitted he was trying to kill the victim."Oliveros has a prior attempted murder conviction for stomping on his girlfriend's head, stabbing her in the leg and telling her he was going to kill her, according to Shim. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

CHULA VISTA (KGTV) - Chula Vista police are searching for a possible arsonist after two brush fires burned part of Otay river bottom Friday afternoon. Fire crews responded around 2 in the afternoon to the area south of Main Street and east of Broadway. While crews were working to put out the fire, they received a call of a second fire in the same location. The second fire presented more difficulties because of its location. Batallion Chief David Albright tells 10News, "it was kind of down in the slough, in the river bottom, so we were able to bring in a helicopter and make some water drops". Multiple water drops were made and fire crews had both fires out within an hour. Chula Vista police are continuing their search for a possible arsonist. They believe there could be a connection to one of the homeless individuals living near the Otay River bottom. San Diego County sheriffs also sent up their helicopter to look for a suspect in the brush but were unsuccessful. 985
