IMPERIAL BEACH, Calif. (KGTV) — Two men were charged with assaulting two border patrol agents in separate incidents in the Imperial Beach area this week.Both incidents occurred Thursday night, according to the U.S. Attorney of Southern District of California.In the first incident, Imperial Beach Border Patrol says an agent encountered a five individuals at about 9:30 p.m., one of them identified as Frazy Jiron, a Honduran national. The agent ordered the group not to move, but Jiron stood up, according to officials.RELATED: Convicted murderer caught crossing border with migrants near San Ysidro Port of EntryWhen the agent tried to handcuff Jiron, the Honduran national appeared to say something to the others, causing them to also stand and begin to flee, according to border officials. Jiron elbowed the agent in the chest, the agent said, and a struggle ensued, causing both men to fall down a hill.Jiron was later arrested and admitted to being in the U.S. illegally.In the second incident, another border agent in Imperial Beach encountered a man at about 10:45 p.m., identified as Franklin Ariel Rochac-Garcia, border officials said. Rochac-Garcia was reportedly running toward the agent and refused the agent's requests to stop. Rochac-Garcia reportedly tried to punch the agent as he approached, but missed and the agent brought Rochac-Garcia to the ground.RELATED: Mexico's new president could change border policyRochac-Garcia got back up and began running south toward the border, officials say. He attempted to jump over the border fence but the border agent was able to detain him before he made it over.Rochac-Garcia, an El Salvadoran national, was arrested and admitted to being in the U.S. illegally, according to border officials.Both men are being charged with assault on a federal officer and illegal entry. 1840

Hurricane Willa has made landfall near Isla Del Bosque, Sinaloa, on the western coast of Mexico, approximately 50 miles south of Mazatlán.The storm will quickly weaken over the next 24 hours as it makes its way across the Sierra Madre range and becomes a rainmaker for northern Mexico and Texas on Wednesday.When Willa made landfall Tuesday evening, it had top winds of 120 MPH. The Category 3 storm, while still a major hurricane, has weakened since peaking as a Category 5 hurricane on Monday. Willa has been a danger for forecasters as well. An aircraft with the Air Force Reserve's Hurricane Hunters was forced to turn around Monday over concerns for its onboard equipment after a lightning bolt from one of Willa's outer rain bands blasted it, according to the National Hurricane Center.In a tweet Monday, Mexican President Enrique Pe?a Nieto said he has asked the National System of Civil Protection to take all steps necessary to protect those in the hurricane's path as well as those affected by Tropical Storm Vicente, a weaker system tracking south of Willa that's also primed to make landfall Tuesday. Vicente likely will be a tropical depression by the time it comes ashore, the hurricane center said.Airlines have started moving out of Willa's path. Southwest Airlines has canceled all flights at the international airport in Puerto Vallarta, a resort city in Jalisco state. American Airlines has canceled its flights in Mazatlán, about 275 miles to the north.Willa's landfall comes three years to the day after the strongest hurricane to hit the Pacific coast, Patricia, a Category 5 storm, made landfall in Jalisco.The back-to-back systems of Willa and Vicente have helped make the 2018 hurricane season in the northeast Pacific one for the record books.The season is now the most active hurricane season on record using a measurement called accumulated cyclone energy, which combines the number of storms and their intensity through their lifetimes to give an overall measurement of tropical activity in a given region. 2048

(KGTV) — A suspected drunk driver nearly hit several beach-goers Sunday, before his SUV ended up in the ocean.The driver, identified as 50-year-old Jorge Mosti, was driving in the 1600 block of Seacoast Dr. just after 6:30 p.m., when witnesses say his SUV left the roadway and onto the beach, according to San Diego Sheriff's Department.As he continued onto the beach, SDSO said Mosti nearly hit several people as he drove about a mile down the beach. His vehicle ended came to a stop partially submerged on IB's coastline.Mosti reportedly then jumped out of the vehicle and started walking toward Tijuana. He made it about half a mile before deputies caught up to him. Deputies said Mosti was holding an open beer can as they took him into custody.MAP: Track crime happening in your neighborhoodImperial Beach Lifeguards also responded to help pull the SUV from the water.Witnesses at the beach identified Mosti in a curbside lineup, SDSO said, and he was arrested on charges of reckless driving and driving under the influence of alcohol. 1091

  

IMPERIAL BEACH, Calif. (KGTV) — The body of a man was discovered floating in the water just north of the U.S.-Mexico border near Border Field State Park Friday.San Diego Sheriff's deputies were called in to assist Border Patrol officers just before 5:30 p.m. after the discovery. Border Patrol agents pulled the man to shore where San Diego Fire Department crews responded to provide life-saving measures.The man was pronounced dead at the scene. His identity has not been released.The San Diego County Medical Examiner is working to identify the man before notifying his next of kin. 592

  

If California electric utility PG&E is responsible for California's wildfires, it may not be able to afford the payouts it would owe.PG&E disclosed in a regulatory filing Tuesday that it "experienced an outage" on a transmission line in Butte County at 6:15 a.m. on November 8 -- just 15 minutes before the Camp Fire that has so far claimed 48 lives broke out.PG&E said the cause of the fire is still under investigation. But if its equipment is found to be responsible for it, PG&E "could be subject to significant liability in excess of insurance coverage" and that this could have "a material impact" on its financial results.The utility renewed its liability insurance coverage for wildfire events for an amount of approximately .4 billion that covers the period from August 1, 2018 through July 31, 2019, the company said in the SEC filing.But the fire is far from being under control, which means more damage is likely. PG&E said in the filing that the California Department of Forestry and Fire Protection estimates the fire won't be fully contained until November 30.The damages alone could cost up to .8 billion. according to a report from Moody's this week.PG&E may not have enough to cover the cost that, let alone any legal fees or fines it might have to pay. The utility said in its filing that it currently has .46 billion in cash after borrowing from an existing revolving credit line.Shares of PG&E (PCG) plunged more than 30% Wednesday following this disclosure and were briefly halted for volatility. The stock has now fallen by half since the Camp Fire began.The utility could need another bailout from the state of California if it's found to be liable for the Camp Fire.Governor Jerry Brown signed a bill in September that lets PG&E issue bonds backed by surcharges from the utility's customers. Those bonds would help pay for damages tied to deadly California wildfires in October 2017 caused by faulty PG&E equipment.The bill allows for the possibility that utilities could issue similar bonds for future fires, but that is not guaranteed.PG&E already faces one lawsuit on behalf of victims of the Camp Fire.A group of law firms that has dubbed itself the Northern California Fire Lawyers filed a suit Tuesday on behalf of Camp Fire survivors.The firms allege in the suit that "PG&E was negligent in failing to maintain its infrastructure and properly inspect and manage its power transmission lines." 2507
