A federal judge has dismissed several charges against Dr. Jumana Nagarwala in the historic female genital mutilation case, ruling that the federal law against female genital mutilation is unconstitutional.U.S. District Court Judge Bernard Friedman ruled that Congress did not have the power to enact a federal law that banned female genital mutilation in the United States.Instead, Friedman made the argument that the law was too broad and it violated Congress' powers, as the law does not stand up to scrutiny under either the Necessary and Proper Clause or the Commerce Clause of the US Constitution.He also found that laws penalizing Female Genital Mutilation should be handled at the state level, similar to laws regarding Criminal Sexual Conduct, battery or child abuse.  Shannon Smith is the Defense Attorney for Dr. Nagarwala.  She says the ruling is "absolutely a huge victory. When you actually studied the law they enacted, there was no constitutional basis for them to enact the law. It’s really an issue that should be left to the states."Smith also claims the doctors did not perform Female Genital Mutilation, saying instead they performed a mild form of female circumcision."What Dr. Nagarwala was doing, if we had gone to trial, would have been vindicated that she was not mutilating little girls. While we’re happy with the victory and we’ll certainly take it, there’s a part of me that’s a little disappointed that the public isn’t going to see the evidence brought out at a trial to see that she was never guilty of it in the first place," Smith said.The ruling comes after Friedman also dismissed a "conspiracy to transport minor with intent to engage in criminal sexual activity" charge in January. That was the only count that could have lead to life in prison for both Nagarwala and Dr. Fakhruddin Attar.Friedman's ruling leaves two counts in place in the case. A bodyguard for Las Vegas resident and champion boxer Floyd Mayweather Jr. was shot on Monday in Atlanta, according to multiple reports.A police spokesman told the Atlanta Journal-Constitution that it appears that Mayweather's three-vehicle convoy was targeted. Mayweather was not injured in the shooting. The bodyguard, Gregory La Rosa, was shot in the leg. He was treated at a hospital in Atlanta and released. La Rosa has worked for Mayweather since 2014.Mayweather and his group was traveling from a club to a luxury hotel around 2 a.m. Monday when another vehicle pulled alongside and opened fire.Mayweather is in Atlanta to promote his Showtime-televised triplehead in Las Vegas on Saturday night. A Florida mother says her daughter was denied lunch on the first day of school because she didn't have money to pay a 15 cent debt.Kimberly Aiken told WKMG-TV in Orlando that her daughter, a sophomore at University High School in Orange City, Florida, was told that she owed 15 cents when she went through the lunch line on the first day of school this week. When she told the cashier that she didn't have any money on her, the cashier allegedly threw the food away.Aiken's daughter did not eat anything for the rest of the school day.According to CBS News, Aiken signed her daughter up for a free and reduced-cost lunch program at University High School. However, the program hadn't taken effect yet. Aiken suspects that the 15 cent deficit was carried over from last year.A spokesperson for the Volusia County Public Schools said the district has contacted the family directly about the issue.Aiken's daughter reportedly brought a quarter to school the next day to cover the deficit and was told the shortage had been taken care of.Alex Hider is a writer for the E.W. A Florida grand jury on Wednesday indicted Nikolas Cruz on 34 counts of premeditated murder and attempted murder in connection with the Valentine's Day shooting rampage that left 17 people dead at Marjory Stoneman Douglas High School in Parkland.The 19-year-old gunman was charged with 17 counts of premeditated murder in the first degree and 17 counts of attempted murder in the first degree.He is accused of gunning down students and teachers in various classrooms on February 14.In a span of about 10 minutes, Cruz roamed the halls and targeted those huddled in classrooms on the first and second floors before leaving the campus undetected in a crowd of students.  681

A German cruise line is facing outrage after one of its employees shot and killed a wild polar bear in Norway after the animal attacked another of its employees.Hapag-Lloyd Cruises said its ship was docked at Spitsbergen, the largest island on Norway's Svalbard archipelago, on Saturday when the bear attacked a guard hired to go on shore before passengers to ensure there aren't any polar bears in the area.The guard suffered non-life-threatening head injuries and was airlifted out, Hapag-Lloyd Cruises said in a statement on Facebook. 545
