SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. According to a SeaWorld spokesperson, the park will be closed December 4 due to “forecasted inclement weather, including periods of significant rain and possible thunderstorms.”“The safety of our guests and employees is our top priority,” the park said in a statement. SAN DIEGO (KGTV) — Some families scrambling to deal with the challenges of distance learning will be getting some help from an unlikely source.For La Jolla High junior Katie Frost, 16, the upcoming school year will be a busy one. She's on the school's track team and JV basketball squad. Along with the usual coarse load, she will be taking college entrance exams. Frost has just added something else to her plate."During these times, people should think of ways to push themselves outside their comfort zone to help," said Frost.Keenly aware of how families are juggling the challenges served up with distance learning, Frost decided to offer free zoom tutoring sessions in math and English for local elementary and middle school students."I know how difficult school can be. I struggled in elementary school ... With the added stresses of distance learning, I'm just want to do my part to help these families and to help the kids excel," said Frost.Frost posted her services on the Nextdoor app, even put out an application. She already has four kids signed up and that number is expected to grow. Depending on the response, she could recruit her friends to create a tutoring club to help more families. Frost says she hopes other teens will also step up and volunteer their time tutoring as well."Instead of thinking of these times as a pause, you can think of it as a time you can change your life and the lives of others. SAN DIEGO (KGTV) - San Diego students have a new way to report claims of physical or sexual abuse in school.Thursday, District Attorney Summer Stephan announced the creation of a new, online reporting system for suspected abuse. She also announced the creation of the Student Safety in School Systems Task Force."It's critically important that these reports don't fall through the cracks," Stephan says. They fear the claims won't be taken seriously, or the allegations could be covered up. The new online system gives the students a more secure feeling that their claims will be investigated.The task force will vet and review every submission and follow up with the appropriate law enforcement agency. They will also guide the person facing the suspected abuse to find resources and other available services for help.This will not replace the responsibility of mandated reporters within schools, Stephan says.
