Matthew Kraft left for Kearsarge Pass on the Sierra High Route Feb. 23 and was scheduled to return Mar. 4 or 5 near Bridgeport. His rental car, a gray 2016 2-door Jeep Wrangler has not been found at the trip’s starting point in Independence. 11 law enforcement, federal, and state agencies are searching for Kraft. CARLSBAD, Calif. (KGTV) - California Pacific Airlines has canceled all of its January flights in and out of Carlsbad’s Palomar-McClellan Airport. The announcement came after the small airline had already canceled flights from December 21 through the end of the year. CPA launched in November with direct flights to Reno, Las Vegas, San Jose and Pheonix. It had been almost a decade in the making for founder Ted Vallas, who finally opened CPA after taking over a small airline with a fleet of four aging jets. But by December, the problems began. Two of the planes were taken out for repairs, creating several days of canceled flights. Operations resumed for about a week, but a few days before Christmas the cancellations began again causing passengers to scramble to find alternate routes. On Yelp, one reviewer wrote “They canceled my flight last night, and rebooked me to this morning. Then they canceled my flight this morning... on Christmas Eve!! Had to ditch this airline completely and booked a last minute Southwest flight.” Founder Ted Vallas told 10News that all canceled flights will be refunded. He said maintenance issues were still a lingering problem, but they ran into another issue as the holidays approached - a lack of pilots. Vallas said they recently let two of their pilots go. That coincided with two other crews leaving for higher paying seasonal jobs at major airlines. Without enough planes or pilots for all of their scheduled flights, they decided to cancel them across the board at Palomar-McClellan. Vallas told 10News, “Being a scheduled airline and dedicated to this community the North County, it would be better to notify people in advance that we have this pilot problem.” He said they are currently training more pilots and in the process of leasing new planes, but those won’t be available until at least February. Vallas says another one of their planes will be heading in for maintenance during their 30-day shutdown. Palomar-McClellan airport has had a history of failed airline ventures. The most recent was Cal Jet, which folded after less than a year of operations. But big changes are coming. Back in October, the county Board of Supervisors approved a plan to extend the runway, which could help make a business model for an airline more viable. For now, CPA continues to operate out of several other airports. Vallas vows to resume operations out of Carlsbad as soon as possible, but has not yet set a hard date. 2469

California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

CHICAGO (AP) — An attorney for a U.S. Army special forces sergeant arrested in what authorities are calling an apparently random shooting at an Illinois bowling alley that left three dead has told an initial hearing that her client may suffer from post-traumatic stress disorder. Duke Webb appeared in a Winnebago County courtroom in Rockford Monday. He faces three counts of murder and three counts of first-degree attempted murder in the shooting at Don Carter Lanes, in Rockford, on Saturday. According to The Associated Press, the three men who died were aged 73, 65, and 69.The AP reported that two teenagers were wounded - a 14-year-old boy was shot in the face, a 16-year-old girl was shot in the shoulder, and a 62-year-old man who was shot several times.His lawyer also told the court Webb appeared to have issues with memory loss and that he'll undergo mental health evaluations. A judge denied Webb's bond and set his arraignment for Feb. 16. The Army says Webb had four deployments to Afghanistan, the last ending in July. 1042
