SAN DIEGO (KGTV) -- Caltrans announced Friday a list of roads that recently received funding in San Diego.More than 50 projects were allocated funds that, according to the agency, will bring goods to market faster, provide additional funding for investments that counties have made and help with traffic.Some of the funding is going toward projects like "intelligent transportation systems" and rail line safety enhancements.  439

SAN DIEGO (KGTV) — County officials closed a portion of La Jolla's coastline after a sewage spill Friday morning.The closure was issued for the area of Playa Del Norte in Windansea, near the 7000 block of Neptune Pl., after a sewage spilled before 9:30 a.m.Seven year La Jolla resident Marc Hirschfield said he was walking his dogs Saturday morning when he noticed the yellow warning signs dotting the beach and asked lifeguards what happened. He said they told him "there was a manhole cover that overflowed and raw sewage spilled into the ocean."Lifeguards told 10News it was a storm drain to blame in the same area.The spill has been contained, according to the County Department of Environmental Health, but there still may be impacts to water quality after 130 gallons of sewage entered the beach area.Warning signs have been placed in the area until samples of the ocean water indicate the water is safe for recreational use. It's not clear how long the area will remain closed.Some beach-goers ignored the signs, others, like surfer Cole Reiner just didn't see them. "Well I went out into the water. I mean contaminated doesn’t sound great, but I was out there and it says may cause illness so that’s not great," he said. Lifeguards couldn't say when the beach would reopen. SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) -- Caltrans is warning drivers about a series of overnight closures along Interstate 5 over the next two weeks.From Sunday, November 4 through Thursday, November 8, northbound I-5 will be closed between La Jolla Village Drive and Genesee Avenue between 10:30 p.m. to 5 a.m.Northbound I-5 will also be closed from Tuesday, November 13 through Thursday, November 15 in the same area from 10:30 p.m. to 5 a.m.CHECK TRAFFIC The agency is encouraging motorists to take an alternate route to avoid possible congestion.The section of the interstate will be closed so crews can remove the temporary wooden structures from the new Gilman Drive Bridge over I-5. SAN DIEGO (KGTV) – Any other year, Sonia Highbaugh and her family would be spending Christmas gathered at her sister’s house, but in true 2020 fashion, things look a little different this holiday.“I was sad this year not being able to spend the holidays with my extended family and everyone, but we make those hard decisions for the betterment of everybody,” said Highbaugh. “We actually stayed home, it’s just my immediate family, my boyfriend, and our two boys. We made videos of them opening their gifts so we can share with family so we can feel like we were together.”Highbaugh works for the Chicano Federation and says through training with the San Diego Latino Health Coalition; she received pointers on how she should be spending the holiday this year.“With the pandemic, we wanted to be safe. I’m also expecting, so it’s very important for me to stay safe,” she said.Registered Nurse Francisco Garcia can relate.“It’s just us three,” said Garcia.While breaking traditions can be challenging, Garcia, his wife, and daughter also decided to spend Christmas at home together.“Being a Latino, my family chooses to get together every year for Christmas and have food and presents. Just having everyone together is what we take pride in, and so it’s very different that we’re not around each other this year,” he said.Working as a registered nurse, Garcia knows all too well the potential consequences of large gatherings during the pandemic, especially after the surge in COVID-19 cases after Thanksgiving celebrations.“Seeing an influx of patients and the number of patients we’re seeing with COVID as the year went on was a big challenge,” he said.Health officials across the nation, including here in San Diego County, have urged people to stay home, avoid traveling and large gatherings, despite that some continue to ignore the guidance.According to the Transportation Security Administration (TSA), 846,520 people in the United States were screened at TSA checkpoints on Christmas Eve alone, and millions more were screened since last Friday.Still, many families are playing safe and having a great time doing so.“It has been fantastic; I think the biggest challenge we’ve had is not burning the Christmas dinner,” said Garcia.“We have to trust our community.
