ROCKFORD, Ill. (AP) — Authorities say a U.S. Army special forces sergeant based in Florida has been charged in the deaths of three people and the wounding of three more in an apparently random shooting at an Illinois bowling alley. Winnebago County State's Attorney J. Hanley said Sunday that 37-year-old Duke Webb has been charged with three counts of murder and three counts of first-degree attempted murder in the shooting at Don Carter Lanes, in Rockford, Saturday evening. Police Chief Dan O'Shea said Sunday that the men who died were aged 73, 65, and 69. He didn't provide names. He says two teenagers were wounded and that a 62-year-old man who was shot several times is in critical condition.According to The Associated Press, the 14-year-old boy was shot in the face and airlifted to a hospital in Madison in stable condition. A 16-year-old girl was shot in the shoulder and was treated at a hospital and released. ROCHESTER, N.Y. -- The Chief of the Rochester Police Department has announced he is retiring after consecutive nights of protests and amid an investigation into the death of Daniel Prude, who died after being restrained by police in March."As a man of integrity, I will not sit idly by while outside entities attempt to destroy my character," Chief La'Ron D. Singletary wrote in a statement obtained by WXXI and WHAM. "The mischaracterization and the politicization of the actions that I took after being informed of Mr. Prude's death is not based on facts, and is not what I stand for."Deputy Chief Joseph Morabito also announced his retirement and said serving with the department was his "extreme honor."The city's mayor, Lovely Warren, said in a city council briefing that there could possibly be other senior commanders retiring from the department, The Associated Press reports.Rochester has been in the national spotlight after police body camera video was released last week, which shows police putting a spit mask over Daniel Prude's face, and holding him down in an effort to subdue him. Prude died of asphyxiation.Since the video's release, seven police officers have been suspended and the New York Attorney General's Office has begun an investigation into Prude's death. On Saturday, Attorney General Letitia James announced she will empanel a grand jury as part of her probe.Many citizens have been calling for the resignation of both Singletary and Rochester's Mayor, Lovely Warren, within 24 hours following the video of Prude's death becoming public.Warren has said that she was originally told Prude died from an apparent overdose, and that it wasn't until August 4 that she saw the footage of Prude being detained.Warren has since publicly pledged overhauls of police practices.For several consecutive nights, protests have erupted through Rochester. SACRAMENTO, Calif. (AP) — A 60-year-old serial rapist in Northern California whose crimes went undetected for nearly three decades was sentenced to 897 years in state prison. The Sacramento Bee reported that Roy Charles Waller, dubbed the “NorCal Rapist,” showed no emotion Friday and sat with eyes closed during sentencing. He declined to address the victims or the court. A jury in Sacramento convicted Waller of raping nine women in their homes between 1991 and 2006 in six counties. Investigators used DNA technology and genealogy websites to zero in on Waller and arrested him more than two years ago. A woman raped in 2006 testified that the day Waller was arrested was the first time she could take a shower without fear. Waller says he is innocent. 764

SACRAMENTO, Calif. (AP) — A new report says California, which has a declining prison population, could save more than billion by closing eight lockups. The Legislative Analyst’s Office released a report Thursday saying the state has seen a reduction in its inmate population because of early releases and other actions linked to the COVID-19 pandemic. The report also says parole and sentencing law changes may flatten the prison population in the next few years. The report says the population changes, coupled with closing five adult prisons and three juvenile facilities, could save the corrections system .5 billion a year by 2025."The administration has indicated it plans to close one prison in 2021?22 and another in 2022?23 in order to accommodate the ongoing decline in the inmate population, primarily resulting from Proposition 57 (2016)" the analysis reads. "The budget package includes legislation requiring CDCR to inform the Legislature of the specific prisons to be closed by January 10, 2021 and January 10, 2022.
