SAN DIEGO — Business owners across San Diego County are readying to push back against a potential new round of Coronavirus restrictions.The county could reach the state’s most restrictive purple tier on Tuesday, meaning restaurants, gyms, nail salons and estheticians would all have to stop indoor service.Business owners are now calling this a fight for survival.“We’ve been in the red since March, so the bleeding’s got to stop somewhere,” said Ben Clevenger, who owns Lakeside’s Eastbound Bar and Grill.Clevenger has reduced his staff from 45 to about 15, and he’s now taking shifts running food and cooking in the kitchen. It’s the only way the restaurant can survive amid social distancing restrictions inside, and 100 degree weather outside.“Never do I mind getting my hands dirty, but I would much rather have an employee doing it because it’s money in their pocket,” Clevenger said.The county is on track to move into the state’s most restrictive tier of coronavirus restrictions on Tuesday - largely because of an increase in cases at San Diego State University.On Monday, the county Board of Supervisors will meet behind closed doors to decide whether to take action against the state. SAN DIEGO (AP) — The San Diego Zoo has two new arrivals: a pair of endangered African penguin chicks.The zoo announced Wednesday that the fluffy chicks, named Doug and Barbara, hatched two months ago.The eggs came from two breeding couples. The zoo says it's the first time eggs laid by its adult penguins have hatched there.Staff has been working with the chicks to get them used to humans before they are introduced into the penguin colony in the next few weeks.African penguins are an endangered species. Their numbers have dropped by more than 60% in the past three decades and only 23,000 breeding pairs are known to exist.The decline is blamed on several factors, including disease, habitat destruction and lack of food from overfishing, climate change and pollution. 781

SAN DIEGO (CNS) - A 47-year-old man accused of intentionally driving a pickup truck off Sunset Cliffs and into the ocean with his twin toddler daughters inside pleaded not guilty today to attempted murder, kidnapping and other charges.Robert Brians, who is also charged in the 13-count criminal complaint with child abuse, making criminal threats, child abduction and burglary, is being held without bail and is due back in court July 22 for a readiness conference.He allegedly drove into the water on the morning of June 13 with his 2- year-old daughters inside the truck. The girls were hospitalized in stable condition, according to a GoFundMe page created to raise money for their medical bills.About 4:30 a.m. that day, the toddlers' mother called 911 to report that Brians had taken their children without permission and allegedly contacted her via ``numerous calls and texts ... clearly stating she may not see (them) again,'' according to the GoFundMe.com page.He allegedly threatened to drive the vehicle off the Coronado Bay Bridge, but was later spotted by officers on Hill Street near Cornish Drive and sped off, careening over the side of a cliff and landing upside down in the water, according to police.Moments later, a canine officer also responding to the emergency, 22- year SDPD veteran Jonathan Wiese, arrived in the area. Reaching the scene of the crash and seeing Brians' pickup upside down in the water, Wiese grabbed a long leash he uses for his service dog, wrapped it around his chest, gave the other end to fellow officers and rappelled down the precipice.Wiese then swam out to the foundering truck and rescued the children and Brians. San Diegans already pay some of the nation's highest gas taxes, and they're about to fork over even more at the pump.On Wednesday, the state will raise the per-gallon tax by 12 cents to 41.7 cents per gallon. That's on top of existing state and federal taxes drivers pay on regular gasoline. Gov. Jerry Brown and the state legislature approved the increase earlier this year to help fund state and local transportation projects. There's an interactive project map here. The new tax is supposed to generate about billion over the next 10 years. "For us just regular people, we don't have the extra money to pay for gas, especially with the commute," said La Mesa resident Anneke Crowder, who was filling up Monday. But there is one force at play that could lessen the hit from the increase. SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device.
