SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra. She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra. The petition has over 1,000 signatures and has garnered support from the Pacific Beach Planning Group and Pacific Beach Town Council.Algra plans to eventually bring the petition to San Diego City Council. The Parks and Recreation Department could not speak on the legality of implementing something like this, but sent 10News this statement: 1366

SAN DIEGO (KGTV) -- Nearly 1,500 people throughout San Diego County are without power as winter storms sweep through the area. According to the San Diego Gas and Electric outage map, 1,494 people are without power due to an unplanned outage. Affected communities stretch from the South Bay into North and East County. SDG&E says it expects to have all power restored by 11 p.m. At this time, it’s unclear what caused the outages. Click here to view the outage map. Cooler weather, rain and thunderstorms are expected to continue through Thursday before tapering off. “Tropical moisture is building around the county from a storm surging from Baja. A cold system will bring colder air and heavier rainfall and possible flash flooding,” said 10News Meteorologist Angelica Campos. Rainfall accumulations are expected to average between .50 and 1.50 inches for the coast and valleys, 2 to 3 inches for the mountains and .10 to .25 inches for the deserts. SAN DIEGO (KGTV) — One young man was named the newest recruit of the San Diego Police Department Wednesday.SDPD's newest officer, five-year-old Liam, was sworn in by Chief David Nisleit as part of a ceremony hosted by the department and Make-A-Wish San Diego.Liam, who was born with a congenital heart defect, began his first day on the beat soon after his ceremony. He and his partner received a call to help capture a bank robber. Bank of America also partnered with Make-A-Wish to offer up a location for a bank robbery and arrest scene, where the two cops took in the suspect.Liam and his partner then returned to police headquarters to interview the suspect. The Make-A-Wish event was held just one day before the department celebrates its 130th anniversary. 770

SAN DIEGO (KGTV) — More people left California than those who moved in last year, according to recent Census data. The data shows that about 691,000 people left California for other pastures around the U.S., while only about 501,000 people moved into the Golden State in 2018.So where did everyone go? The data says most former Californians end up in Texas (86,164), Arizona (68,516), Washington (55,467), or Nevada (50,707).RELATED: San Diego homeowners creating rentals by converting garages into apartmentsPerhaps it's not all that surprising. Year-over-year, Texas added more jobs than any other state. The state added 283,000 jobs and unemployment fell to 3.7 percent in April, according to The Dallas Morning News. California, with 10 million more people than Texas, added 271,600 jobs year-over-year.With Arizona, a recent campaign to court Californians may have attracted new residents. The Greater Phoenix Economic Council's "#CAStruggles" campaign has tried attracting Californians to the desert with the promise of a lower housing cost, taxes, and other financial benefits. A recent UC Berkeley poll found that at least half of California's voters have given either serious (24%) or some (28%) thought to moving. Many cited California's high cost of living (71 percent), high taxes (58 percent), and political culture (46 percent) as the primary reasons they've considered leaving.RELATED: Study examines San Diego's 'affordability crisis'The last reason is especially likely, considering the poll found that Republicans were more likely to give serious (40 percent) or some (31 percent) thought to leaving the state, compared to Democrats or no party preference respondents. 1694
