SAN DIEGO (KGTV) - A Normal Heights dog owner is warning about a hidden danger at dog parks.Bosco, a 2-year-old bullypit, loves his treats and just about anything else his mouth can reach."He's a vacuum. During that time, Groveman walked Bosco to the off-leash area at Ward Canyon Park and let him play. Eventually they walked home. He was arching his back in a weird way, swaying side to side. Honestly I thought he was going to die. A lot of panic and some praying as well," said Groveman. At the vet, Bosco got a quick diagnosis."They said they are seeing it every day," said Groveman. Bosco likely ingested marijuana, which tests later confirmed. Experts say in some cases, eating marijuana for dogs can lead to seizures and in rare cases, death. Edibles and tinctures - with higher THC concentrations - are most concerning. According to the ASPCA, since the legalization of marijuana in California, dog toxicity cases have jumped 130%.In the case of Bosco, a slow heartbeat was initially a concern, but he was fortunately was back to his normal self 24 hours later."He has to run around and play, but I'm going to be a bit more aware," said Groveman. 1629

SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. Part of the supplemental funding I voted to support this summer included crucial funding for medical care for migrants. In the coming weeks, my staff will meet with the head of CBP's San Diego Field Office to demand a stop to this behavior. No person should have to endure this level of pain and suffering at the hands of federal law enforcement officials, so we will continue to press the Department until appropriate changes are made."The ACLU of San Diego and Imperial Counties is also calling for changes to the way CBP provides medical care.A letter from the organization to the Executive Assistant Commissioner CBP Office of Field Operations stated, "Over the past few months, multiple reported instances indicate that U.S. Customs and Border Protection ("CBP") is knowingly denying access to medical care to persons in CBP custody at the San Ysidro port of entry while these individuals detoxify from a variety of controlled substances, including prescribed medications. CBP's failure to provide detained individuals with medical supervision during this process puts these individuals at risk of serious injury or death."RELATED: Claim: Government is not providing adequate medical care to people in its custodyThe letter pointed out that when CBP deprives detainees of emergency and other necessary medical care, the agency violates its policies.The ACLU of San Diego and Imperial Counties requested CBP revise and strengthen its policies surrounding: reasonable accommodations, medical staff, and facilities at the Port of Entry, intake and medical screening procedures, length of detention, and written policies."It's not rocket science, there should be trained medical staff to ensure that people who are undergoing any kind of medical emergency, including detoxification but not limited to detoxification, have access to a trained medical official as opposed to a law enforcement officer," said staff attorney Mitra Ebadolahi.The letter stated, "These individuals' experiences are not outliers, but part of a long list of recent cases that show that many similarly situated individuals detained at the San Ysidro POE face similar risks. The ACLU and undersigned organizations urge CBP to reform their deficient practices and adopt the following improved policies to safeguard detainees." 3391

  

SAN DIEGO (KGTV) - A growing number of apps and online video games are creating new opportunities for hate groups to recruit young people with little oversight, experts say.The information comes about a month after a 19-year-old honors student allegedly shot four people inside a Poway synagogue, killing one person.Dr. Peter Simi, a Chapman University professor who has studied hate groups for more than 20 years, say they are feeling emboldened in a way not seen before. Simi pointed to the charged anti-immigration and anti-Muslim rhetoric that has become mainstream has given the groups new confidence. "We have a long history of these groups that we don't talk nearly enough about because we're in kind of the denial game," Simi said. "The last several years, the white supremacist movement is emboldened in a way that certainly goes beyond anything I've seen in 24 years."RELATED: Shooting at Poway synagogue leaves one dead, three injuredSimi said the groups will use a soft-sell method, drawing people in with subtle white supremacist ideas. They use that introduction as an avenue for further discussion before growing more explicit. The groups, which have posted fliers on San Diego college campuses, are also recruiting young people through apps and video games.For instance, a suspected hate group targeted Ben Hedgspeth's 17-year-old son through a meme app."They were coming from a particular religious background and they were trying to recruit him into their online chat space," he said. "It frustrates me to know that those people are out there approaching our children."Simi said ignoring the groups won't work and schools aren't always doing enough. To start, subscription programs like Circle and Bark can do things like filter content and set limits. Bark will also alert parents to communication such as hate speech, sex acts and depression. But there's one place safeguards still lag: Video games. Bark Chief Parenting Officer Titania Jordan said it's because people communicate verbally - via headset - on popular online games like Fortnite, Roadblocks and Minecraft. She said children need to be instructed never to divulge any personally identifying information that can make them easy to locate, and then lured into a private chat. SAN DIEGO (KGTV) -- A Montgomery High School student wearing a gorilla costume was hospitalized on Halloween after being hit by a golf cart in Otay Mesa West. According to San Diego Police, the student reportedly cracked an egg on the assistant principal's head before running across the street to a nearby park. Police say staff members at the school chased the student in a golf cart. During the chase, police say there was some sort of fight between the staff members and student before there was “some type of contact” between the student and golf cart. The student was taken to the hospital with unknown injuries. Police say they’re investigating the incident as a battery, but it’s unclear whether or not the student or any staff members will be charged.A spokesperson with the Sweetwater Union High School District responded with the following statement: 870
