San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO (KGTV)- Two years ago the Norton Sound was docked in San Diego Bay and burned for several days. Now, San Diego is hiring an outside consultant to look into the cargo fire. San Diego Fire gave 10News a statement Friday. They didn’t offer specifics about what the consultant might recommend, but say the focus is to determine if any additional equipment or training is needed when dealing with emergencies on the bay. Back in 2017, Harbor Police told 10News, “It was to my understanding that the furthest a firefighter made it was 6 feet before they started getting pushed about the fire.” Looking back, even businesses remember how horrible the smoke was over the days the fire burned, “People stopped sitting outside and employees complained about it affecting their health.” says Edgewater Grill assistant manager, Sergio Velasco. While the smoke bellowed out of the ship for nearly a week, no one was injured and the fire stayed contained and didn’t spread to any other structures. (KGTV) - Sharp Rees-Steely dermatologist Nancy Maly said they have seen an increase in people coming in with skin problems related to wearing masks.“Masks are very important but they do come with some drawbacks,” she said.She said the type of mask can impact how much it irritates the skin. A more loose mask will not irritate as badly but is not as effective for the fight against coronavirus, so she said to only wear a loose mask if there are no people nearby.“Obvious trade-off being they don’t function as well as masks so making sure that you’re choosing a face covering that’s appropriate for the situation,” she said.Maly also said wearing daily products like sunscreen, lotion and makeup on your face can make any acne or irritations worse. She said typical medications to treat acne should help these conditions, like salicylic acid and topical retinoids.She said bottom line, though, is that while keeping your skin healthy is important, the masks are necessary to keep others healthy.“I think overall people have been very aware of the overall goal of wearing a mask to protect themselves and protect other people. SAN DIEGO — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday has been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner.The mother and daughter have yet to be identified. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.The two vehicles collided and exploded into flames, witnesses said, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The two occupants of the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. According to the California Department of Motor Vehicles, his driving record was clear.CHP said Heitmann's vehicle was linked to an incident at Ashley Falls Elementary School in Carmel Valley before the crash, in which several students said the driver of a sports car drove through a fence.
