Most Americans will spend more to heat their homes this winter, according to the US Energy Information Administration, part of the Department of Energy.As coronavirus pandemic safety measures continue around the country, more Americans will be spending more time in their homes this winter compared to previous years. Spending more time in the home for work and school plus the projected forecast for a colder winter, could combine for an increase in natural gas, electricity and propane heating costs.“EIA generally expects more space heating demand this winter compared with last winter based on forecasts from the National Oceanic and Atmospheric Administration (NOAA) that indicate colder winter temperatures. U.S. average heating degree days in this forecast are 5% higher than last winter,” the agency stated.The EIA is projecting households will spend about 6 percent more than last year if they use natural gas, 7 percent more if they use electricity and between 12-18 percent more than last year if using propane for heat this winter.Those using heating oil could see a decrease of about 10 percent this year over their heating bills last year, according to the agency.In their short-term energy outlook report, the EIA also said renewable sources of electricity will grow in 2020 and into next year.“EIA forecasts that renewable energy will be the fastest-growing source of electricity generation in 2020. EIA expects the U.S. electric power sector will add 23.3 gigawatts (GW) of new wind capacity in 2020 and 7.3 GW of new capacity in 2021,” the report stated.They also expect a 26 percent decrease in US coal production in 2020.“COVID-19 and efforts to mitigate it along with reduced demand from the U.S. electric power sector amid low natural gas prices have contributed to mine idling and mine closures,” they stated.The agency is also projecting a 10 percent decrease in US energy-related carbon dioxide emissions in 2020, as a result of reduced consumption of fossil fuels. More than 100 law enforcement agencies have withdrawn from helping the Milwaukee Police Department at the Democratic National Convention, three weeks before the big event. According to the police chief, the agencies cited concerns over potential new policies related to crowd control.The Milwaukee Police Department requested the help of more than 1,000 officers from other law enforcement departments for security at the Democratic National Convention. Even though the event will be scaled-down at the Wisconsin Center due to the COVID-19 pandemic, losing many of these officers will make things more complex for Milwaukee police.Chief Alfonso Morales now has to deal with a new task with only three weeks until the DNC.He could not reveal the number of officers he’s lost for security reasons but says the reason agencies pulled out of the convention has to do with the Fire and Police Commission directives given to him last week related to crowd control. Specifically, they’re concerned over the directive to discontinue the use of tear gas and large amounts of pepper spray.“When you rule an unlawful assembly to help break up that crowd, once we deem them unruly, that’s a safe manner in doing so. Not having those tools increases the potential for more violence,” Morales said. “That’s a big concern for the law enforcement community within Milwaukee and outside of Milwaukee.”This is how the departments in West Allis, Fond du Lac and Franklin feel. Jake McClung received the Navy Commendation Medal at Marine Corps Air Station Miramar. According to the Navy and Marines Awards Manual, "It may be awarded to any service member who distinguishes themselves by heroic or meritorious achievement."San Diego Police got a call at 6:18 p.m. on June 4 of a man armed with a rifle, pointing it at families and hitting cars with the gun near Linda Vista Rd. and Wheatley St.McClung was driving through his neighborhood when he saw the man, identified as a Navy sailor in the police report, holding a rifle and threw a firecracker at his vehicle.Sgt. McClung said he parked in his driveway and watched the man walk into the street and point his rifle at cars. McClung said the man's wife and toddler came out to try and talk with him and were crying. McClung said the man pointed the rifle at his family and that's when McClung stepped between the gunman and the family to try and de-escalate the situation.He said the man was acting erratically and that gave the man's wife and child a chance to get inside. McClung said he teamed up with the neighborhood security guard and walked up to the man, trying to calm him.McClung said when he saw an opening he reached for the rifle and was able to disarm him, but he took a couple punches to the face, breaking his nose. McClung said he and the security guard wrestled the sailor to the ground and handcuffed him before police arrived."I don't know if he had PTSD of not, but if he was suicidal I also wanted to protect him, because he had a gun, he was in the middle of the street. The security guard later told me he was about to shoot him, so if that would have happened, it would have cost his life too. Even though he was obviously in the wrong, we have to take care of our own and sometimes taking care of our own means protecting them from themselves," McClung said.The man was arrested on several felony charges, including felony vandalism, assault with a deadly weapon, possession of an illegal assault weapon, possession of a large capacity magazine. He has since bailed out, according to police.The struggle between McClung and the man happened steps away from a childcare facility and an elementary school that were set to open the next day. 2378
