SAN DIEGO (KGTV) — San Diego Police are warning parents in the Carmel Valley area after a man reportedly exposed himself to students walking to school Tuesday.Police say a man was in the passenger side of a parked car on Carmel Creek Road, and exposed and touched himself inappropriately with the car door open. SAN DIEGO (KGTV) -- San Diegans could see a bit of relief from rising housing prices, according to a Zillow housing report.The report claims that 20 percent of listings in June saw a price cut, compared to only 12 percent of homes that had their prices cut a year ago. Similarly, the increase in home values has slowed, and is expected to see even slower growth over the next year.While the rise in home values has seen a slight decrease, they’re still on the rise. The median price in the county is now 3,700, up 6.6 percent from a year earlier."Now with prices being so high, we decided to move to Arizona where prices are more affordable," said Eric Oster, who rents an apartment in the Kearny Mesa area.Zillow expects that rate of appreciation to decline to 4.7 percent by next year. Still, the cooling home price growth is being offset by higher interest rates, which increases monthly payments. "The key is, if you're going to buy a home, the biggest question is - can I afford the payments, and if you're stretching yourself too thin it doesn't matter what the market's doing," said Bridget Potterton, a San Diego Real Estate Broker.The median home value in the US is currently 7,300. SAN DIEGO (KGTV) — San Diego City Council was recently warned about the damage an earthquake can cause to the region, specifically on the county's water system."Strengthen their water system, make that long-term investment," seismologist Lucy Jones said of the city's aging water infrastructure. This month, a break to an 8-inch diameter concrete main left dozens of Hillcrest residents without water.In October, a water main break to a 90-year-old, 24-inch water transmission line in North Park flooded several streets with thousands of gallons of water. A water main break occurred in the same area in January 2017 as well.Water main breaks last August in Mission Hills, Point Loma, the Midway District, and Spring Valley also left residents and businesses without water. As of August, there had been at least 29 water main breaks around the county in 2018.Since 2013, San Diego has spent about 8 million repairing and replacing 116 miles of water transmission lines and distribution pipes, according to city documents. Though, the city still has more than 3,000 miles of pipeline to replace, San Diego Pulbic Utilities Department spokesperson Brent Eidson told 10News in August."To do it properly, we're probably always going to be replacing pipes," Eidson said.Buildings and BridgesWhen it comes to older structures throughout the county, it comes down to what standards were used when constructing a building.Geologist Pat Abbott says California has been proactive about preparing for earthquakes — he applauded the upgrades made to the Coronado Bay Bridge."You have an upright here and a horizontal road bed and they don't shake the same way," Abbott said of bridge construction. Dating back to the 1950s, it will soon be replaced with two parallel bridges with three travel lanes in both directions, including bike lanes. SAN DIEGO (KGTV) - San Diego Police are investigating Monday the discovery of a woman's body in a car parked in the Crown Point neighborhood of Pacific Beach.The decomposed remains were found in a black Acura SUV in the 3700 block of Yosemite Street, a residential area three blocks west of Crown Point Park.Neighbors had called to report the vehicle due to a foul odor.The window on the passenger side of the vehicle was broken by police, according to our 10News crew.Officers said the death did not appear to be suspicious, however they did not release details about the circumstances. 595
