CAMERON PARISH, La. – Hurricane Laura made landfall along the Louisiana coast, specifically near the community of Cameron. About 12 miles from the shore, the road begins to flood.It can be a little deceiving here in coastal Louisiana because the coast is made up of bayous and marshes.Some people have taken it upon themselves to bring their personal boats in an attempt to get to some of those communities along the coast.The sheriff’s office said some people did ride out Hurricane Laura in some of those coastal communities, but communications have been spotty at best. CARLSBAD, Calif. (KGTV) -- Border Patrol and the Coast Guard are investigating after a Panga Boat washed ashore in North County Monday morning. According to agents, the 18-foot-long boat was found early Monday morning on Tamarack State Beach in Carlsbad. Agents discovered several life jackets and gas cans inside the vessel. RELATED: Possible human smuggling boat found in Del Mar beachMarkings on the boat indicate it may have come from Ensenada, but Border Patrol hasn’t confirmed that information. Cameras capture history. That’s what Marc Tasman loves about them. He teaches photojournalism at the University of Wisconsin-Milwaukee.“The history of photography is the history of social change that was brought about through the use of the camera,” said Tasman.In the United States, cameras have captured great historic moments, as well as moments of shame.“Think about the civil rights movement. You think about, you know what we were talking about before: Rodney King, Michael Brown, Eric Garner, most recently Jacob Blake,” said Tasman.Jacob Blake was shot seven times in the back by police in Kenosha, Wisconsin, in August. The shooting sparked protests in Kenosha and added Blake to a list of Black Americans who’ve suffered police violence caught on camera.The most infamous of 2020 was a Minneapolis police officer kneeling on the neck of George Floyd, who later died.“We’re living in a society where everybody has, has that camera and anybody can, not only take a picture, but it’s a device to transmit and share that,” Tasman said.Almost everyone has a cellphone with a high-powered camera that takes photos and videos. That impact has been felt everywhere, particularly on police officers and departments.“Capturing it on video has really brought these events into people’s homes,” said Paul Taylor, a professor at CU Denver.He focuses much of his research on bad outcomes between police and citizens, and solutions. He’s not sure cameras are the solution to police reform.“A lot of the police reform efforts have been focused on transparency, and body cameras have been a part of that, and accountability,”Taylor says while things like body cameras provide transparency and accountability they only show us outcomes.“These are surface level fixes that really don’t get at the systemic issues,” said Taylor.He suggests increasing police training time by a significant amount. In many places it only takes six months of training to become a cop.However while cameras may not stop cops from using deadly force, they allow the public to hold officers accountable. In the case of Floyd and Blake, if someone hadn’t been filming, the world may never have known what happened to them.If you ask Tasman, that shows how powerful cameras really can be.“The camera is a shield, but only if people, only if there’s some consequence.” 2341

CHESTERFIELD COUNTY, S.C. — The body of an 11-month-old girl whose disappearance prompted an Amber Alert has been found dead in a diaper box, her mother is reportedly in custody. According to WBTV, the mother, 19-year-old Breanna Lewis, had initially told officials that she was walking to her mailbox carrying her daughter when a man violently stole the baby out of her arms. The baby, Harlee Lane Lewis, was found dead a few hours later.Chesterfield County Sheriff Jay Brooks told The Associated Press on Tuesday that the body was found inside a diaper box in a field about 1,000 yards behind a home in Chesterfield, South Carolina.Brooks says the Amber Alert was canceled “because we don’t think there was a kidnapping.” The mother was then taken into custody and is being questioned, along with other family members, according to WCIV. The mother has been charged with filing a false police report, according to WSOC. CHICAGO, Ill. -- As states begin to reopen, the new stage in the pandemic means elective surgeries are back on schedule.For 51-year-old mother of two Honaire Murillo, the pandemic delayed much needed spinal surgery.“The shooting pains all the time and you know, I have kids I have to run around. And so, it took about a year and I was so disappointed,” said Murillo.About 24 years ago, the aspiring pro-bodybuilder’s dreams were cut short when she was hit by a motorboat while visiting Puerto Rico on business.More than 20 surgeries later, Murillo needed another one.“The pain started coming back and so I knew I was going to have more surgery,” she said.Last week, doctors at Rush University Medical Center’s Midwest Orthopaedics in Chicago were able to get Murillo into surgery for a first-of-its-kind procedure. It was a minimally invasive spine surgery that utilized augmented reality.“The efficiency this provides because of the accuracy and the visualization of the spine is remarkable,” said Dr. Frank Phillips, the director and minimally invasive spinal surgeon at Rush who performed the procedure.A headset guidance system allowed Dr. Phillips to see Murillo’s spinal anatomy – essentially giving him x-ray vision.“That's exactly what it is,” said Dr. Phillips. “It really is x-ray vision. Except it's not just x-ray vision. You're actually seeing the real spine through the skin.”The CT scanned images are directly projected onto the surgeon’s retina and then superimposed right on top of the patient’s surgical area.“I was just blown away,” said Dr. Phillips. “The minute I put my headset on and looked down at the spine, it was like that wow moment. I was like ‘this is crazy.’”Researchers say the FDA-cleared x-vision system could revolutionize the way surgeons perform complex procedures.“It's so accurate, so precise, the visualization so good, you can do the surgery more efficiently, which obviously translates into less anesthetic time and advantages to the patient,” said Phillips.For Murillo, who eventually went pro 15 years after her accident, this latest groundbreaking surgery has her thinking about another return to competition.“I'm still looking to see if I could comeback one more time. I'm not sure. But, yeah to me it's a dream.”Augmedics, the maker of the technology, says it plans to explore the x-ray vision technology beyond just spinal surgery. 2387
