The Trump administration on Wednesday will announce two executive orders aimed at freeing up more pipelines to supply the United States with oil and gas. The orders could give the federal government more power over states in approving energy projects. The United States is producing more oil and gas than any point in its history, in large part because of the shale boom in the Permian Basin in West Texas. But producers have trouble getting all of that supply to customers due to constraints on the number of pipelines.Canadian oil is also a problem, because Canada has run out of pipelines to send oil to the United States.Several states have invoked the Clean Water Act to delay approval of sections of pipelines, arguing that the pipelines will cause environmental damage.New York, for example, rejected a natural gas pipeline three years ago that state officials said failed to meet water quality standards. Developers still want to build that pipeline, which was supposed to transport natural gas throughout markets in the Northeast. One of the executive orders will direct the Environmental Protection Agency to revise the way states can consider the Clean Water Act when deciding whether to approve pipelines, according to a senior administration official. The official told reporters Tuesday night that there are "a lot of problems" with the way the Clean Water Act is being interpreted, adding that the administration expects the executive order to "alleviate" some of those issues.A second executive order is aimed at making cross-border energy infrastructure approval more streamlined. It says that any decision to issue or deny a cross-border permit shall be made solely by President Donald Trump. That executive order isn't limited to pipelines, but would cover other kinds of energy infrastructure projects, too. It comes amid controversy over the Keystone XL Pipeline, which is operated by TransCanada and which would bring Canadian oil into the United States. The Obama administration opted to shut down that pipeline, but the Trump administration has sought to reopen it. An official said Tuesday that the new executive order would affect "future" permitting for energy projects at the border. As energy prices have risen over the past several months, Trump has called on OPEC, the oil cartel led by Saudi Arabia, to help reduce the price of oil in the United States. Oil prices have risen because of a variety of factors including fighting in Libya, sanctions against Venezuela and Iran, and the inability of United States energy producers to deliver their vast supply to US customers. It is unclear if the executive order will have its intended, if any, impact. Many states are embroiled in bitter legal disputes with the Trump administration, and the executive order is unlikely to settle any of those disputes. 2838

There's more bad news for fans of sugary drinks such as soda and fruit juice.A new study has linked drinking just a small glass of a sugary drink per day -- 100 ml, about a third of a typical can of soda -- to an 18% increase in overall cancer risk and a 22% increase in risk for breast cancer. The research, which looked at more than 100,000 French adults, links consumption of sugary drinks to an increased risk of some cancers. The US Food and Drug Administration is proposing new regulations on over-the-counter sunscreens in an effort to keep up with the latest scientific and safety information. The proposal, announced Thursday, is available for public review and comment for the next 90 days and addresses the safety of common sunscreen ingredients, as well their dosage forms, sun protection factor (SPF) and broad-spectrum requirements. It also addresses labeling, aiming to make it easier for consumers to identify key product information."Since the initial evaluation of these products, we know much more about the effects of the sun and about sunscreen's absorption through the skin," FDA Commissioner Dr. Scott Gottlieb said in a statement.Over-the-counter sunscreen drug products are regulated by the FDA under the 810

This year, voters in 31 of the nation’s 100 largest cities will choose a mayor in municipal elections that historically don’t garner the same numbers in terms of voter turnout as presidential elections. But the makers of a new smartphone voting app think they can make it easier for people to vote. This week, Denver became only the second place in the country to ever allow voting by smart phone. It’s called Voatz. Yes, a weird spelling, but it’s a straightforward concept: it’s an app for voting. “To get through verification, they have to take a ten second selfie video,” said Jocelyn Bucaro of Denver’s elections division, who says the app utilizes an individual’s biometric data—like face recogmition or thumbprint technology. “They have to look at the camera, they have to blink, move their head, so that the system knows it’s not a video of a photo," she said. Bucaro thinks that one day, this will be how we’ll all cast our ballots.“If we want to maintain a democratic system and have as many people participating as possible then some form of this will likely be available for all voters," Bucaro said.Right now, it’s just available for active duty military stationed overseas. But there’s a reason for that. Currently service members have to print, sign, scan, then email the document to election officials.Former FBI cybersecurity expert Andre McGregor said that made them the perfect group to pilot the technology.“When you compare it to the current, everything is better than a PDF sent via email, even fax is better than that,” McGregor said.McGregor is talking about the obvious concern with a voting system like this: security, something he says he was concerned about at first, too.“I had just as many skeptical thoughts as most other people thinking about the idea of voting on a device that’s in your hand.”McGregor looked into the potential pitfalls of the app before it went live with West Virginia’s military voters last year, and the app, which uses block chain technology, exceeded his expectations. He says trying it out on small groups is a good way to make sure it’s ready to go mainstream; disabled voters might be next to try it. 2168

The push to create environmentally-friendly products and to cease using single-use plastics is only gaining steam. The earth-conscious company Open Water ditched traditional plastic packaging long ago for eco-friendly aluminum. “Cans are recycled more often more efficiently than any other packaging material out there,” explains Open Water co-founder Nicole Doucet. “They don’t lose any quality in the process, so they can be recycled over and over again which is really cool.”The problem with plastic is that lately, even when tossed in a recycling bin, it isn’t always re-used. That’s because there aren’t enough facilities in the U.S. to process all the wasted plastic.Another problem with plastic?“They often don’t make it to recycling bins, so people just throw them in the trash or in the streets,” Doucet says.Open Water began five years ago, but only recently have sales really taken off. They credit an environmentally-conscious public.Just this week, Coca-Cola announced its flagship water brand Dasani would soon be sold in aluminum in addition to the traditional plastic, and companies like Coors are experimenting with ditching plastic rings for ones made out of biodegradable materialWhile those companies will now be a competitor of Open Water, the company’s founders say the end result is a less polluted planet.“Well I think it’s awesome,” Doucet says of the companies’ efforts to reduce plastic waste. “We started this company with idea we wanted to make a difference, and if we are pushing larger companies to go this way too, then I think it’s incredible. A great result for everyone.” 1618
