SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away." A map of Camp Pendleton shows Oceanside is located about seven to 10 miles away from the base's impact areas.10News reached out to MCAS Miramar to check on Friday's base operations, but did not immediately hear back. 1333

SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. SAN DIEGO (KGTV) - San Diego politicians are rallying for businesses affected by the county's move to the purple most restrictive tier.Coronado Mayor Richard Bailey said the purple tier is taking a toll, hurting businesses that can't withstand another months-long closure.He said it could make or break them and their employees, "many of their employees have been let go now their second or third time as of yesterday and it's really heartbreaking to hear their stories."Bailey said he voiced his concerns on Instagram after learning Public Health Officer Dr. Wilma Wooten filed an adjudication request that stated, "San Diego's increased cases are not due to the sectors impacted by moving into a more restrictive tier." The most recent information from the county shows work is the location with the highest transmission rate at 30%. Businesses like restaurants and gyms that are affected by the purple tier restrictions make up about 20% of exposures altogether."So if these businesses are not actually contributing to the spread of COVID based on information from the County Health Officer then why would we be shutting them down in the first place?" Bailey said.Coronavirus cases are higher than they've ever been, at 64,768 as of Sunday.“This is a stark reminder that COVID is real, is spreading and must be taken seriously. At this point, we are pleading with the public to take action to slow the spread: wear a mask, physically distance, and limit contact with those outside of your household,” said Supervisor Nathan Fletcher, Co-Chair, County of San Diego COVID-19 Subcommittee.The purple tier closures went into effect Saturday. Over the last week, Saturday and Sunday saw the highest jumps in new cases we've seen."I think the desire of the entire region of course is to slow the spread," Bailey said, but he hopes to do that with a new system."We call upon the state of California to implement a better more nuanced policy that has protocols in place that allow businesses who are not contributing to the spread to remain open and place greater emphasis on the areas where we know gatherings are taking place that are contributing to the spread and subsequent hospitalizations."Bailey will be at a march and rally spearheaded by Supervisor Jim Desmond Monday afternoon voicing these concerns.They will march from Time Out Sports Tavern at 2:30 pm to the County Administration Building and hold a rally there. 2430

  

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. RELATED: Here are the new laws going into effect on California roads in 2019The temporary plate will expire 90 days after the sale. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

  

SAN DIEGO (KGTV) — San Diego Police say they received a call regarding a goat on the loose in the tailgate lot near Petco Park on Sunday.SDPD said a goat was apparently running around the lot sometime before 2 p.m., before the owner of the animal had retrieved the goat and left the area before officers arrived."Officers are responding to reports of a goat running around the area of tailgate lot in downtown. The latest is the owner has the goat and is walking him back to his vehicle saying he was a BAAAAAAAD goat. The owner and his goat left the area prior to police arrival," the department tweeted.The department said a couple of hours later that officers later found the man and his goat elsewhere downtown and learned the goat's name: "Tom Brady." 764
