SAN DIEGO (KGTV) -- San Diego State University is suspending spring 2020 programs to Italy amid the spread of the novel coronavirus. The university said in an update to students Monday that it was calling all students studying abroad in Italy back to the United States. The decision was made due to the elevated level three travel advisories the CDC and State Department issued for the country. SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away." SAN DIEGO (KGTV) - San Diego will continue using part of the second floor of Golden Hall as a temporary bridge shelter, and add a fourth location on the other side of downtown.The City Council voted Tuesday to fund its three current shelters for the next year, and seek an operator for a new one at 17th and Imperial. A recent point in time count found more than 5,000 homeless people in the city - about half of whom are unsheltered. The temporary bridge shelters in total have about 665 beds. The shelters provide services to help residents find work and ultimately transition to permanent housing. The San Diego Housing Commission reports that since the shelters opened around December 2017, about 540 previously homeless people - or 39 percent - have transitioned to permanent or other long-term housing after a month-long stay. That shows improvement from a March 2018 update, when that number was about 14 percent. "We're making headway big time," said Bob McElroy, who heads Alpha Project - which operates a downtown shelter. "Some of our folks have been out here 20-plus years, and you're not going to get your proverbial you-know-what together in three months."McElroy said longer-term financial commitments have helped attract more qualified staffing, and noted that Alpha Project recently opened a 52-unit complex that brought more housing opportunities. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December.
