SAN DIEGO (KGTV) - Communities along San Diego's coast have seen an increase in graffiti and tagging as the weather warms up and people flock to the beaches.Most recently, a wall along the sand in Solana Beach was tagged twice, frustrating people who surf and swim nearby."It's a public beach, there's no reason someone should be desecrating it like that," says Andres Gomez, who surfs in Solana Beach regularly. "I wish everyone would be more respectful of the space that we share.""I just think of my tax dollars being wasted," says Solana Beach resident Darla Dressler. "Somebody's gotta come paint it. So either the HOA's paying it or the city's paying it."Earlier in May, 10News reported on a home in Pacific Beach that was hit by graffiti. But in May alone, there were 1,989 reports of graffiti. That's nearly a third of all the reports in 2019 so far.It's also well above the average month in 2018, which had 19,541 total reports, or about 1,628 per month.While the city tries to respond to each complaint, several local community groups have taken it upon themselves to clean up the tags. The Pacific Beach Town Council hosts regular graffiti clean up days. Their event in May removed more than 700 tags according to a Facebook post. 1579

SAN DIEGO (KGTV) -- Before the sun rose Friday, cars already packed parking lots at San Diego beaches to kick off Labor Day weekend and what's expected to the some of the hottest days of summer.However, San Diego County leaders said no matter where you are this weekend, they want to emphasize people must still follow CDC guidelines to prevent the spread of COVID-19.ABC 10News was at La Jolla Shores on Friday morning as beachgoers wearing masks secured spots far enough to stay socially distanced.Beachgoer and Santee resident Kris Moberly, “We know we can find a spot if we come early."It's the new norm, but also a way to ensure San Diego stays off the state's watchlist after just getting off of it two weeks ago.Moberly said she hopes everyone will follow the rules this weekend, telling ABC 10News, "I'm sure there's people who push the limits but you're responsible for your own health and I think most people are considerate of others."San Diego Lifeguards said they won't be regulating when it comes to social distancing or masks."We're going to be focused on keeping people safe in the water, but social distancing is everyone's responsibility,” a lifeguard told ABC 10News.County Supervisor Nathan Fletcher said the status of our county depends on people's actions this weekend. In a press conference earlier this week, he said people should avoid indoor parties and continue to follow CDC guidelines.To ensure added safety, beaches like Carlsbad will also be handing out masks and teaching visitors about safety guidelines.Lifeguards said in addition to COVID-19 restrictions, the heat will also be a big safety factor. SAN DIEGO (KGTV) — California officials said Friday that a technical glitch caused data on hundreds of thousands of COVID-19 tests to go unreported.Despite the inaccurate data, officials say they are still seeing a trend showing a decrease in case rates. Hospitalization and death data, however, is collected differently and unaffected by the glitch.According to the state, the data system they use failed and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, like contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days.California Department of Health and Human Services Secretary Dr. Mark Ghaly says the issues have been fixed."We expect that over the next 24 to 48 hours that the backlog that's between 250,000 to 300,000 cases will be resolved, giving us a better sense of the number of tests that were delayed," Ghaly told reporters on Friday. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."The state says the system was not built for the volume of data it's receiving. It's putting new systems in place and has created a backup system to double-check the data and reports.California's County Monitoring Watch List was paused last week so that the glitch does not play a role in decision making about county statuses.Gov. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. Gavin Newsom’s proposed cuts to public education, as the state faces an estimated billion budget deficit because of the coronavirus.Even though the budget plan has been voted on, this could still change, as the governor has the power to veto, sign, or make changes to what’s been given to him by the legislature. 2600
