SANTEE, Calif. (CNS) - A San Diego County Sheriff's Department employee was behind bars Thursday morning on suspicion of burglary and identity theft, authorities said.Estella Velez, a 54-year-old licensed vocational nurse at the Vista Detention Facility, and her alleged accomplice, 44-year-old Raul Rios, were taken into custody Wednesday, sheriff's Lt. Nancy Blanco said.The pair is suspected of stealing a woman's purse in the 5500 block of Mission Road in Bonsall on July 10, then using the victim's credit card at several locations in North County, Blanco said.Rios and Velez were also seen on video surveillance in two attempted commercial burglaries in the 1700 block of East Vista Way in Vista on July 21 and 23, the lieutenant said.Velez was booked into the Las Colinas Detention and Reentry Facility in Santee and Rios was booked into San Diego Central Jail, according to jail records. They both face multiple felony counts of burglary, conspiracy and theft.Velez was being held in lieu of 5,000 bail pending arraignment, scheduled for Aug. 14. SAND IEGO (KGTV) -- A Scripps Ranch woman turned 100 and did not let a pandemic spoil her day. Nora Marsh lives with her daughter Donna. They had planned an extravagant party that was canceled due to coronavirus.Neighbors did a drive-by celebration and family and friends by the dozens wished her a Happy 100th in a recorded zoom message.Marsh was the daughter of Russian immigrants and grew up in Brooklyn. In 1936 she became one of the first women in the city to get a license. “People would point and say is that a girl driving!? It was so unusual,” said Marsh. Marsh made the circuits as a comedian and married her husband Leonard who was a WWII veteran. (KGTV and AP) -- As the migrant caravan approaches the U.S.-Mexico border, several lanes in San Ysidro and Otay Mesa will close so new equipment can be installed.According to U.S. Customs and Border Protection, at least three northbound lanes in San Ysidro and one in Otay Mesa will close until after the caravan arrives.The closures are an effort by the Department of Defense to install concertina wire, and pre-positioning jersey barriers, barricades, and fencing as requested by CBP under Operation Secure Line. 551

SCOTTSDALE, Arizona — It's not paper or plastic that's taking over a Scottsdale, Arizona recycling center — it's trash. Every day at Republic Services workers line a conveyer belt scouring for items that don't belong. But the belts are moving slower than they used to. That's because so much trash has been moving through, workers need more time to pick it out. "A cushion like this, not recyclable," Richard Coupland with Republic Services said. "Baby seats, not recyclable." But it's not just time-consuming. Coupland said when you put things that don't belong into a recycle bin, it can contaminate the other items that do belong. In return, that produces more trash. "Focus on your fundamental material, but most importantly that it's empty, clean and dry," he said. Fundamental material includes paper, plastic, aluminum and cardboard. However, if you're recycling a ketchup bottle, it must be completely empty and rinsed out. All the trash coming through the center is also costing more money. Coupland said China was at one time one of the largest buyers of recyclable material. However, the center has stopped shipping items there. "They've lowered their acceptable criteria from 3 percent to .5 percent," Coupland said. "That's a level that few folks are able to achieve right now without making significant changes to their operation." That's forcing the company to sell all it's paper, plastic, and aluminum to different markets, at a cost. "Those markets are not able to pay the same value for the material," Coupland said.In return, that can cost you more when it comes to pick up fees. However, you can help by being conscious about what you put in your bin. "Many don't realize that the bottom of a pizza box which is contaminated with grease of a pizza, that's trash," Coupland said. "No one is interested in buying that. So the proper thing to do is rip the box, give me the top and throw away the bottom."  2052
