NEW YORK (AP) -- The Dow Jones Industrial Average climbed above 27,000 for the first time ever Thursday. The S&P 500 also hit a closing high milestone of its own Thursday, a day after its first move above 3,000.Steep losses in drugmakers and real estate companies were offset by gains for banks and technology companies.Nvidia climbed 3.9% and Goldman Sachs rose 2.6%.Pharmaceutical makers dropped after the White House scrapped a plan to overhaul a system of rebates those companies pay to insurers and distributors.Bond yields spiked following weak demand at an auction for 30-year Treasurys.The S&P 500 rose 6 points, or 0.2%, to 2,999.The Dow rose 227 points, or 0.8%, to 27,088. NEW YORK (AP) — A federal judge in New York has ruled that Acting Department of Homeland Security Secretary Chad Wolf assumed his position unlawfully. U.S. District Judge Nicholas Garaufis's ruling invalidates Wolf’s suspension of the Deferred Action for Childhood Arrivals program, which shields young people from deportation. Wolf effectively suspended the program in July, a month after the U.S. Supreme Court ruled against President Donald Trump's efforts to end it. Garaufis wrote Saturday that DHS failed to follow an order of succession established when then-Secretary Kirstjen Nielsen resigned in April 2019. DHS did not immediately respond to a request for comment on the ruling. 696

NESTOR, Calif. (KGTV) -- Supporters are defending The San Diego Police Department after a controversial email detailing an incentive-based program was released to Team 10.RELATED:  San Diego Police Chief launches internal investigation into "rewards for arrests" emailTasha Williamson says she is a civil rights activist. She organized the protest outside the Southern Division in Nestor Monday night, but she was far outnumbered by residents and business owners who showed up to support the officers and thank them for their service. RELATED:  Protest planned over controversial San Diego Police Department email"You hear words like quota and you get a little nervous, but I don't, and knowing these police officers, I don't believe for a minute that any of this was racially motivated or supposed to be directed at communities of color. I've been a person of color, I've seen things, they're not happening here," said Jason Wells. Williamson and a handful of other people at the protest are upset about an email sent by a police sergeant to the 90 officers at the Southern Division suggesting a reward based program for drug arrests. Team 10 obtained the email from an officer who wished to remain anonymous out of fears for his job.  According to the email, the officer with the most points would be rewarded with the opportunity to work in a specialized unit for up to a month. The goal was to motivate officers, increase experience and target high-crime areas.  It stated the program was being instituted in Southern Division and is strictly voluntary. It also stated that the program runs from March 1 (retroactive) to April 14.Williamson said the fact the whistleblower felt the need to go to the media, not a supervisor, is another red flag."I'm also concerned that no one else stepped forward out of the 90 officers, only one, and I'm concerned about the culture in the department in how they are really an open door policy," said Williamson.  The anonymous officer told Team 10, other officers were concerned but allowed him to speak for them. Protesters also say "quota systems" breed corruption and target low-income neighborhoods with fewer resources to fight drug problems."I'm concerned that incentive-based programs within internally with the police department would cause corruption and the incentive-based program in low-income communities for drug arrests have primarily been discriminatory," said Williamson.  "Policing should not be a game. It's not fun to arrest people if you want to do a quota, do it on something that can't be transferred from one pocket to another during a stop," said another protester. San Diego's new Police Chief David Nisleit told 10News the program was never authorized or carried out. Chief Nisleit said the email was sent by mistake and retracted within days. The chief said he's launching an internal investigation into why and how the idea was developed.  We asked what happened to the sergeant who sent the email, we are still waiting for a response.Williamson is calling on the chief to meet with her personally, along with other activists, so they can share their concerns.  3243

  

Nine West Holdings, which owns the Nine West and Anne Klein brands, has filed for bankruptcy.Friday's chapter 11 filing shows that the company owes more than billion.Nine West said in a statement that it plans to sell Nine West and its Bandolino line to Authentic Brands Group. ABG owns Juicy Couture and Aéropostale, among others.The company's eponymous brand and Bandolino both sell women's shoes, handbags and accessories.Ralph Schipani, the struggling retailer's CEO, said that the restructuring will help the company reduce debt and increase growth by allowing it to focus on its stronger brands, like Anne Klein and One Jeanswear Group."This is the right step," Schipani said. "We will retain our strong, profitable and growing apparel, jewelry, and jeanswear businesses." He added that the changes should help the company to "be well positioned for the future."Nine West said it expects to continue operating normally during the bankruptcy process.The company, which has been owned by Sycamore Partners Management since 2014, joins a growing list of retailers that have filed for bankruptcy this year. Claire's filed for bankruptcy last month, and Toys "R" Us in September. The toy seller said recently that it is closing or selling all of its US stores.Last year, more than 7,000 stores closed, which set a record.Retailers have been struggling to compete with online retailers like Amazon, and suffering from the death of the mall. NEW YORK — New York City Mayor Bill de Blasio grabbed a roller Thursday and helped paint the words "Black Lives Matter" front of the namesake Manhattan tower of President Donald Trump.De Blasio was flanked by his wife, Chirlane McCray, and the Rev. Al Sharpton as he helped paint the racial justice rallying cry in giant yellow letters on Fifth Avenue in front of Trump Tower."We are liberating Fifth Avenue," de Blasio said. "We are uplifting Fifth Avenue."The NYC Department of Transportation closed off the avenue between 56th and 57th streets around 7 a.m. Thursday in preparation for the painting.The DOT said the block would remain closed to automobile traffic until Sunday, however, the bus lane will be operational sooner.The mural was originally set to be painted on July 2, but was postponed due to "logistics," de Blasio said at the time. Your 'luxury' came from THEIR labor, for which they. have never been justly compensated.""We are honoring them.
