SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630

SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. The money is from a relief program Fletcher established in May.The majority of the money available will be given to businesses in communities experiencing economic challenges and poverty.Applications are still being accepted on the county's website. 2335

SAN DIEGO (KGTV) — Airbnb says it has cracked down on 17 listings in San Diego County that have received complaints or have violated policies surrounding parties.The rental booking company says the listings have either been suspended or removed from its platform following Airbnb's ban on parities and events at listings until further notice.The listings disciplined were located in the San Diego, Escondido, La Mesa, Clairemont Mesa, Linda Vista, Mission Bay Park, North Park, Pacific Beach, Peninsula, Southeastern San Diego, and Uptown.RELATED: San Diego shuts down Bankers Hill Airbnb ‘party house’ over COVID-19 concerns, other violations"In this current environment, it’s more important than ever before to prevent large parties and gatherings, and we support the efforts of local officials to put a stop to this irresponsible behavior," said John Choi, Airbnb’s Director of Public Policy in San Diego. "We hope that sharing out these steps today can raise further awareness of our 24/7 neighbor hotline so that we can strengthen the enforcement of our ban on party houses throughout San Diego County."The crackdown comes as Airbnb moves to address house parties at its listings during the pandemic. Earlier this month, a guest held an unauthorized party at a home in Sacramento County, ending with three people being shot and injured at the party. The house-sharing company has also made it more challenging for some guests under the age of 25 from booking rentals in their region unless they have a number of positive reviews. SAN DIEGO (KGTV) -- Ahead of the United Nations Climate Summit next week, 10News is diving deeper into the affects of climate change. Climate change is leading to more dangerous and deadly wildfires and so often after fires scorch the ground in the fall, the heavy winter rains in atmospheric rivers lead to mudslides and flooding.The scary reality is that these types of storms are going to get stronger. According to Alexander Gershunov, a research meteorologist at the Scripps Institution of Oceanography at UCSD, "we know for certain that atmospheric rivers are going to get stronger in the future, in a warmer atmosphere more water vapor can be held so atmospheric rivers are basically plumes of very intense concentrated moisture and they're just going to get wetter as they get warmer. As those wetter atmospheric rivers hit the coast and coastal mountain ranges the moisture is squeezed out of them and we get more extreme precipitation events."He goes on to say, "climate change is definitely making atmospheric rivers warmer and wetter as well as longer and fatter so they carry more moisture. In the future they will produce even more of the precipitation extremes and be an even bigger contributor to the water resources of the region as well as to flooding."Climate change may lead to a more devastating threat, called the ARkStorm.The ARkStorm is patterned after the historic flooding of 1861 to 1862, but uses modern modeling methods and data from large storms in 1969 and 1986. The ARkStorm draws heat and moisture from the tropical pacific, forming a series of atmospheric rivers that approach hurricane-strength and then slam the west coast creating a statewide disaster.In 2010, scientific experts met to create the ARkStorm Scenario Report for the USGS, imagining aspects of flooding of biblical proportions reaching the Western U.S. with weeks of rain and snow followed by catastrophic floods, landslides and property and infrastructure damage which would cripple California's economy.CLIMATE CHANGE:-- A growing wildfire season-- Sea-level rise and the impacts to San Diego-- Living in a warming world"What was found that the cost could exceed 0 billion. To put that into perspective, the economy of California is .7 trillion so that’s almost a third of our state product," explained Tom Corringham, a post-doctoral research economist at the Scripps Institution of Oceanography at UCSD.Move these flooding models yourself: click here.Models in the ARkStorm report show multiple areas of submergence in central San Diego. Mission Beach, which routinely sees flooding during heavy rain, is underwater in the ARkStorm scenario. Fiesta island, ordinarily dry, disappears under Mission Bay.West-facing beaches, including those near Highway 1 in north county, are covered in water and Imperial beach fares no better in its known run-off spots."The ARkStorm scenario isn’t too far-fetched and it becomes increasingly possible with the effects of climate change." Says Tom Corringham.The timing of the next ARkStorm is uncertain, according to the National Weather Service, it could be next year, or it could be 120 years from now. 3158

  

SAN DIEGO (KGTV) -- An Ocean Beach woman was alarmed by a flier taped to her door saying "the antichrist will destroy anyone who worships him." Holly Raines said her 7-year-old son found the flier taped on their front door. “I started reading the letter but I was like half asleep so I started panicking a little bit because it just seemed very threatening and very intense,” Raines said. Several other neighbors say they got one too. The letter stated it was from New Life Christian Chapel, which is a few blocks away from where Raines lives in Ocean Beach. “It was very damning and then it has like a phrase that says ‘The antichrist will destroy anyone who worships him, there is no middle ground,’” she said. Raines said the flier quotes several Bible verses but found them far from comforting. “The words just aren’t very friendly, they talk about slaying lambs and antichrist and unrighteousness,” Raines said. It ended by inviting her to a home Bible study but she can't help but feel like the church crossed a line. “We have a lot of friends that go to church around here and a lot of the community churches here are awesome, they do great things,” Raines said. “The idea of taping anything on somebody’s door is a lot and this is a full document of typing. I mean if anyone wrote me a letter like that I would think it was an angry letter.”10News reached out to New Life Christian Chapel, and Pastor Thomas J. McNearny told 10News in an e-mail:"My purpose in distributing the flyers was simply to get the Word of God out to the public. I get no perverse pleasure in scaring people but simply want the best for people by helping inform them of what God's will for them is and how Jesus Christ has made a wonderful salvation available for them.The apostle Paul did say that: 'Knowing therefore the terror of the Lord, we persuade men. ..' Judgment is coming but there is a way to be ready. We love people and want to welcome them to come and find peace with God." 2023
