SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. SAN DIEGO (KGTV) - A pet parrot gave its owner quite the scare after flying up into a tall tree in La Jolla.The owner, Katie Anthony, said she camped under the tree all night worried about her African Grey parrot named "Sidekick." Anthony said the bird is domesticated and not used to being in the wild.Anthony called the San Diego Fire Department and crews came out to investigate. SDFD Capt. Margot Johnson - who was retiring Wednesday - climbed up to retrieve the bird, but it took a couple tries to get it down. At one point, another firefighter fought off a falcon in the process."We really appreciate it and very very thankful because we didn't think we were ever going to see him again," Anthony said.Sidekick is now safe and sound. SAN DIEGO (KGTV) — A Navy official says three reported incidents depicting unidentified flying objects (UFOs), including one near San Diego in 2004, are real.Joseph Gradisher, spokesperson for the Deputy Chief of Naval Operations for Information Warfare, told The Black Vault, a website that investigates declassified government documents, the events shown in the three videos taken by Navy pilots depict "unexplained aerial phenomena" or "UAPs." Gradisher went on to say while the videos were declassified, they were never cleared for public release.The videos were posted for the public in December 2017 by the New York Times and To The Stars Academy of Arts and Sciences, a group that researches UFOs co-founded by the Poway native and former Blink 182 member Tom DeLonge.RELATED: Video shows UFO encounter off San Diego's coastGradisher told the The Black Vault the term UAP is used, "because it provides the basic descriptor for the sightings/observations of unauthorized/unidentified aircraft/objects that have been observed entering/operating in the airspace of various military-controlled training ranges."He added the Navy has not officially released any description of the incidents. SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. SAN DIEGO (KGTV) -- A San Diego County sheriff’s deputy was arrested and charged with multiple sex crimes involving minors.Chula Vista police said they received anonymous tips via Crime Stoppers on April 9, 2020, “regarding an unidentified adult male suspect, who engaged in sex acts with an underage victim. Investigators were able to identify the suspect and also determine that there were two additional underage victims.”During the probe, investigators identified the suspect, 27-year-old Jaylen Fleer, as a correctional deputy with the San Diego County Sheriff’s Department.According to CVPD officials, Fleer surrendered to investigators on Wednesday, July 22. After being processed at CVPD headquarters, he was transported to the sheriff’s Vista Jail.Jail records obtained by ABC 10News show Fleer was booked on 15 charges, including oral copulation with a person under 16, luring a minor for a sex offense, and sending harmful material to seduce a minor.Chula Vista police noted that the sheriff’s department “cooperated and assisted with the investigation.”In a statement, the San Diego Sheriff Department said that Fleer was placed on administrative assignment when the department was made aware of the possible incident and that because of the seriousness of the allegations, his authority as a peace officer was taken away.
