BEIJING, Dec. 26 (Xinhua) -- China will make unswerving efforts and work jointly with the international community for the completion of the Bali Roadmap negotiations at the Mexico climate talks next year, a senior official said Saturday.     Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), told Xinhua that China, as it has always done, would continue to play an active and constructive role on that front.     Also head of the Chinese delegation to the Copenhagen climate conference, Xie said developed countries bound by the Kyoto Protocol should confirm their second-phase emission reduction targets as soon as possible.     He said almost no progress was made on some key issues during the international climate change meeting in Copenhagen because developed countries were seeking to shift off obligations demanded by international climate agreements.     "Developing countries have raised requests concerning slowing and adapting to climate change, as well as funding and technology assistance, but developed countries have given no clear response, resulting in almost stagnation on key issues in these talks," he said.     It is also necessary to define the comparability of efforts in emission reduction between non-contracting developed countries and those who have endorsed the Protocol, said Xie.     He said parties bound by the Protocol should fulfill their commitment to short-term financing and stick to their promises on long-term funding.     Xie also urged developed nations to speed up technology transfer to developing countries.     Prior to the climate meeting, the Chinese government announced to cut emissions intensity by 40 to 45 percent by 2020 from the 2005 level.     During the talks in Copenhagen, China played an active role in seeking a viable solution to tackle global warming when diversity existed among countries, and it made great efforts to seek common ground while putting aside differences for further discussions, Xie said.

NAIROBI, Jan. 6 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who was visiting Nairobi, capital of Kenya, said Wednesday China-Africa relations are enjoying broad popular support and a solid political foundation and the two sides should forge a new type of strategic partnership to increase the vitality and creativity of cooperation in the new era.     "In fact, with the joint efforts and cultivation of the two sides, China-Africa relations have made much progress in recent years as evidenced by deeper political mutual trust, closer cooperation for mutual benefits, and stronger people-to people ties," said Yang at a joint press conference with Kenyan Foreign Minister Moses Wetang'ula.     The top Chinese diplomat said in the haze of the international financial crisis, both China and Africa have met the difficulties head-on and accelerated cooperation, which has become a highlight in the international cooperation for development.     "This is the success of China and Africa. This is also the success of South-South cooperation. It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. TAIPEI, Dec. 5 (Xinhua) -- The Kuomintang (KMT) Party won 12 county and city chief seats in Taiwan's local elections Saturday, while the opposition Democratic Progressive Party (DPP) landed four seats, voting results showed.     The KMT won 289 county and city lawmaker seats whereas the DPP won 128. Candidates with no party affiliations and those who did not run in the election through political parties won 170 seats.     The KMT also won a majority of 121 seats in the election of township chiefs, as opposed to the DPP's 34 seats.     The voting, also known as "three-in-one elections," lasted from8 a.m. to 5 p.m. Saturday.

TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. The bilateral ties are embracing fresh opportunities of development and a main purpose of his visit is to discuss with the Japanese side how to further improve the relations.     Yang said the two countries should maintain high-level mutual visits and economic dialogues to deepen cooperation. On issues where divergences still remain, the two countries should seek solutions on the basis of dialogue and consultation.     Yang also suggested Japan and China should work to ensure the peace and stability of East Asia, which includes measures to bring Democratic People's Republic of Korea back to six-party talks and denuclearize the Korean Peninsula. They also discussed issues such as climate change.     Okada also believed Japan and China should increase communication in all areas to enhance the mutually beneficial bilateral ties.     Yang also met with Speaker of the House of Representatives Takahiro Yokomichi and President of the House of Councillors Satsuki Eda on Thursday.     Yang told the Speakers of Lower and Upper Houses that the Shanghai Expo, which is to open next May, is a good channel of friendly communication between China and the rest of the world. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. They emphasized communication between the legislation bodies are important and the Japanese Diet will exert every effort to boost bilateral ties. They also said Japan is actively preparing for the participation of Shanghai Expo and believed the Expo will be a success.     Chinese Ambassador to Japan Cui Tiankai was present during the meetings.     Yang's four-day visit to Japan, which started here Thursday, is the first since the country saw a change of government in September.
