SAN DIEGO (KGTV) - In response to safety concerns, a growing number of downtown San Diego public restrooms are being staffed with armed security guards.The city of San Diego has added armed guards to secure the public restrooms outside the San Diego Civic Theatre.The 6-month contract began in April and costs 0,000.00. It’s the latest downtown public restroom location to be staffed with armed security.Over the winter, armed security guards started being stationed at two other downtown public restroom locations, 13th St. and G St., and Park Blvd. and 11th Ave.RELATED: City may seek armed guards at Central Library, other parksThe Civic Theater public restrooms have a history of safety issues and a heavy transient population. San Diego police confirm that last fall, a city employee was reportedly beaten by a man who was trying to bring a shopping cart into one of the stalls.Patrons tell 10News that people are known to use drugs and sleep inside the restrooms. “Some of [the people] have bad tempers so you have to have the means to protect yourself,” says Allstate security guard Herbert Bridges.He’s one of the new guards outside the Civic Theatre, armed with a 9mm handgun. He says he and his coworkers are also allowed to carry batons and pepper spray.“We will never use weapons unless it’s absolutely necessary," he adds.In January, 10News’ Jon Horn broke the story that the city was looking at the possibility putting armed security guards inside various city buildings with heavy transient populations, like the Downtown Library.The city confirms it’s still several months until that could become a reality. 1649

SAN DIEGO, Calif (KGTV) - New recommendations aim to help the thousands of teenagers living with depression who are suffering in silence. The American Academy of Pediatrics released new guidelines for primary care doctors to screen young people. They say 2 out of 3 depressed teens are not being identified by their doctors and not getting the care they need. One survey doctors can give to patients is just two questions, another is nine. The purpose is not to establish a final diagnosis but rather screen for depression in a "first step" approach. San Diego Pediatrician Jaime Friedman believes it's a positive step to help young people and that it will be fairly easy to incorporate into visits. She will soon be using tablets on which parents and teens can answer questions related to their visit, they'll also be able to conduct the depression screening on them. Doctors are also being advised to talk to families about safety plans, removing lethal medications or guns from the home to prevent suicide. The AAP recommends young people get screened at least once a year starting at age 12.  1144

Now, researchers at Cardiff University in the United Kingdom are learning some mouthwashes can kill COVID-19 within 30 seconds, at least in a lab setting. The study found mouthwashes containing .07 percent of cetylpyridinium chloride showed promising signs of combating the virus, as well as those with ethyl lauroyl arginate. But while these mouthwashes killed the virus in the lab, the virus is continuously replicating in humans. SAN FRANCISCO (AP) — A U.S. judge in San Francisco has refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.Judge Jon Tigar on Friday rejected the Justice Department's request to suspend his earlier order temporarily blocking the ban. Tigar said the administration had still not shown that the ban was legal.At issue is President Donald Trump's Nov. 9 proclamation that barred anyone who crossed the U.S.-Mexico border between official ports of entry from seeking asylum. Trump issued the proclamation in response to caravans of migrants approaching the border.Tigar on Nov. 19 sided with legal groups who argued that federal law is clear that immigrants in the U.S. can request asylum regardless of whether they entered legally. 827

  

SAN DIEGO, Calif. (KGTV) -- San Diegans have a new opportunity to go back to school without fear of being saddled with student loan debt.The San Diego Workforce Partnership and U.C. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years. The idea is that the most successful grads can fund the next generation of those looking to retrain.Google.org, Strada Education Network and the James Irvine Foundation are backing the program, along with an anonymous donor.
