DETROIT — The Michigan Department of Health and Human Services is activating an emergency plan in response an outbreak of hepatitis A.The number of cases continues to rise in Michigan. The department is activating what is called the Community Health Emergency Coordination Center."To help coordinate Michigan’s response to the hepatitis A outbreak, we are opening the Community Health Emergency Coordination Center to assist the multiple local public health jurisdictions involved in the response and prevention of further cases," said MDHHS Director Nick Lyon.The emergency coordination center will provide support to health departments, hospitals, EMS and other health care providers.Health care providers are asked to encourage hepatitis A vaccination."We know that the hepatitis A vaccine is more than 90 percent effective in protecting someone who may be exposed to hepatitis A," said Dr. Eden Wells, Chief Medical Executive with the MDHHS. "Without a single source associated with these cases, the importance of vaccination and proper hygiene is vital to ensuring we stop the person-to-person spread of hepatitis A." There have been 457 confirmed cases of hepatitis A since August 1, 2016. This number includes 18 fatalities associated with the outbreak and affected a number of cities; City of Detroit, Huron, Ingham, Lapeer, Livingston, Macomb, Monroe, Oakland, Sanilac, St. Clair, Washtenaw, and Wayne Counties reported to MDHHS.Hepatitis A is an infection of the liver caused by a virus and is a vaccine-preventable disease.Symptoms may appear from two to six weeks after exposure, with the average time being about one month. They include sudden abdominal pain, fatigue, diarrhea, nausea, headache, dark urine, and vomiting followed by yellowing of the skin and eyes.To reduce the risk of contracting Hepatitis A, health officials recommend the following points of emphasis:*Wash hands frequently, especially after using the bathroom, changing diapers, and before preparing and eating food.*Clean and disinfect all surface areas if someone in the household or workplace has symptoms., especially areas such as toilets. sinks, trashcans, doorknobs and faucet handles.*Do not prepare food if you have symptoms and refrain from food preparation for at least three days after symptoms have ended, or two weeks after onset of clinical symptoms, whichever is longer.*Get the Hepatitis A vaccine. 2428

DENVER — The deaf community in Colorado has an unusual problem with marijuana.How do you sign "endocannabinoid"?In Dank's Denver dispensary, budtenders are ready to help. But for some, placing an order is more complicated.Larry Littleton is deaf and a certified interpreter, demonstrating the difficulties as he wrote out an order for the person behind the counter."I believe that it's important for a patient to be empowered and when we don't have communication access," said Littleton.Even among other deaf people, American Sign Language isn't up to speed on weed. That's where a Boulder nonprofit, ECS Therapy Center, is stepping in to help create new cannabis-related vocabulary of signs for the deaf community.Regina Nelson is bringing together interpreters and deaf professionals to compile a video glossary."If this is the best sign for marijuana," she said, showing a sign that looks like holding a joint to her mouth, "it's really not appropriate to cannabis and cannabis oil and these other things."Nelson hopes to finish the glossary next year and as it goes into informal use, she says she hopes to eventually petition the Sign Language Academy to add it to the official lexicon.  "As a social scientist, language is what normalizes things and so to help empower the deaf community to develop language around this is what will help normalize medical cannabis use," she said.The group of volunteers is touring grows and dispensaries this week to learn about the industry and hoping to make it more ADA friendly. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent. DEL MAR (CNS) - Two horses that died when they collided while training at the Del Mar Racetrack last summer were processed into animal by-products instead of being taken to a UC Davis Animal Health and Safety Laboratory per protocol, it was reported Friday.The two horses killed in the July 18 head-on collision -- Charge A Bunch and Carson Valley -- were taken to a rendering plant near the El Sobrante Landfill in Corona, where they were processed into products such as fertilizer and bone meal before their remains were sent to the landfill, the Los Angeles Times reported."I got a call first thing in the morning after the accident saying the horses never arrived," Dr. Rick Arthur, equine medical director for the California Horse Racing Board, told the newspaper.Del Mar track officials got a call from the California Horse Racing Board because, by statute, it is the track's responsibility to get the bodies to the testing laboratory, according to The Times, which reported that an investigation found that Stiles Animal Removal was at fault for the mistake."The owner of Stiles admitted that he forgot to inform the new driver of this requirement (to take the remains to the state lab)," according to a CHRB investigators report.Mike Martin, spokesman for the CHRB, told the newspaper he contacted Mac McBride, Del Mar's media director, one day after the mistake was discovered and they spoke the day after that."Mac said that Del Mar would make an announcement as soon as a CHRB investigation was complete," Marten told the newspaper.Del Mar has made no public statement since the investigation concluded, but a statement by Chief Operating Officer Josh Rubinstein was given to The Times last week."As soon as the CHRB made us aware of the error by the contractor responsible for transport to the necropsy facility, Del Mar responded immediately and appropriately, including terminating that vendor," Rubinstein said.
